As China's rapid economic development, urban expansion, and improvement of living standards, the city garbage is mounting. Municipal solid waste(MSW) is not only wastes considerable resources, but also causes serious environmental pollution and harm to human health, will also limit the further development of the city. Therefore, how to correct understanding of MSW issues and solve the problem in reasonable way, is the major problem urgently need China and the world to solve.The municipal solid waste treatment system means that the household trash from abandoned until disposal finally, as well as period related management. Generally includes the waste's delivery, collection, transportation, disposal.This requires the appropriate choice of MSW teratment system. To comprehensive analysis of MSW treatment system, identify environmental, economic, social unity of the technology needs of systems analysis, while the specific choice of waste disposal system is a multi-objective decision-making process.Usually use methods of life cycle assessment,analytic hierarchy process,cost benefit analysis.In the study domestic and international assessment methods, this paper consider the characteristics of MSW in China, using the most mature of life cycle assessment and AHP, from the economic, environmental, management,social of four aspects to construct a better MSW assessment method.Taking the Hangzhou city MSW treatment system as the object of study, using the constructed method to analyzes tow kinds of MSW treatment system (one is the from existing system:mixed collection + transportation + incineration + landfill;one is sorted collection + transportation + separation recycling + incineration + landfill).The research indicated:(1)The existing system were respectively scored 66.80,69.28,72.54,67.48 in economic, environmental, management, social factors,while the classification system were respectively scored 76.14,73.66,83.99,81.10.The classification system in the economic, environmental, management, social aspects are better than the existing system, more suitable for the needs of future development in Hangzhou, should be the future MSW treatment system in Hangzhou; the management and social factors were higher score in the classification system, it means that the MSW's managers of Hangzhou need to put more effort on management and social aspects, ensure the implementation of the classification system to achieve better results.(2)Taking Hangzhou as the example to demonstrate the method's practical and reasonable assessment can be used to appraisal MSW treatment system, in a cleal, specific data provide the basis for decision makers chose appropriate treatment system.
