China’s economy is developing rapidly and the total size of the economy is also growing bigger in the new century. At the same time, amounts of energy consumption and carbon emissions are increasing gradually which pollute the environment seriously. In the context of global warming, as the main greenhouse gases, carbon dioxide caused by mankind is increasing constantly, and the greenhouse effect is growing, too. Both of them are the main factors to global warming. As one of the largest country emitting carbon dioxide in the word, China’s carbon emission has obviously regional difference. So, grasping the characteristics of regional carbon emissions accurately and exploring the factors of carbon emissions are significant to put forward effective measures and slow down global warming.Based on the related research, we analyze the characteristic of provinces’and regions’carbon emissions firstly. Then, after studying traditional DEA and super-efficiency DEA models comparatively, we choose the latter to estimate efficiency of carbon emission in the whole country. In addition, σ convergence test is used to analyze difference and developing law among regions. Finally, we further select related variables from the point of static and dynamic state view to study the main factors to efficiency of carbon emission of entire country based on panel data model. The results show that the level of efficiency of carbon emission of provinces in our country represents some difference and stage characteristic. Eastern region such as Beijing、Shanghai、Guangdong rank in the first place, on the contrary, the efficiency of carbon emission of western region as Shanx、Guizhou、Neimenggu are the lowest. Specially, the efficiency of carbon emission of Beijing、Tianjin、 Guangdong、Yunnan、Shanxi and so on are improving obviously in pace of time. From the situation of regional convergence, the whole efficiency of eastern region is the highest, but it doesn’t show the trend of convergence as time goes. Compared to eastern region, the efficiency of central、western and northeast regions are lower, but it exists convergence. Entirely, the distance among regions’ efficiency is gradually expanding. Terms on factors, It is significant for the improvement of the efficiency of carbon emission to raise initial carbon emission and the level of urbanization, optimize estate structure, improve foreign trade structure and adjust energy structure. However, industrial structure has negative impact on efficiency. Finally, we give some propose to improve efficiency according to the research.
