Research On The Evaluation Model Of Coal Enterprise Emergency Plan Performance

Coal is the foundation of the national economy development of our country energy， inthe field of industrial production， major disasters in coal mine hazards， more prone toaccidents. Mine safety is the coal industry to take a new road to industrialization， theprerequisite for achieving sustainable development and security. From the philosophical pointof view，safety is relative，risk is absolute，accidents can be prevented，but safety scienceand technology at present has not been developed to the extent， predict and prevent allaccidents therefore， emergency rescue accident is essential. In general， the domestic studyon emergency plan moving forward step by step， starting from theoretical analysis toempirical research. Different stages have different objectives and requirements. If we say thatthe target system construction contingency plans is "transverse to the edge， vertical in theend，" the claim is " from there to the full"， then the target management contingency plansshould be to enhance the performance of the emergency plan， the requirement is "From thereto the superior， from full to fine".This study focuses on the coal enterprise emergency plan performance， through thestudy of reading domestic and foreign scholars on the enterprise emergency plan and researchresults of the emergency operation mechanism， builds a theoretical framework of factorsinfluencing the coal enterprise emergency plan performance. Including ten influence variables:staff composition，data collection，analysis of hazards identification，emergency capabilityassessment， the integrity of the file system， the overall clarity of operability， accidentresponsibility， emergency decision-making guidance， content description logic， the planof performance. The first four elements is the premise variables; six factors is the outcomevariable. The premise variables determines and affects the outcome variable. On the basis ofdomestic and foreign research scale， model index system of influence factors on concept has been established， establishment survey， the valid questionnaires were used SPSS16.0statistical software for analysis of questionnaire reliability and validity， to ensure that thesurvey data can be used.Using the model of factors influencing structural equation for the coal enterpriseemergency plan performance verification， after fitting of the initial model， the evaluation，correction， and then fitting， explanation， finally established a coal mining enterprisereasonable establishment of emergency response plan for performance evaluation model.According to the results of the validation of the model， can be directly obtained theinfluencing factors on the coal enterprise emergency plan performance influence and influencedegree. Conclusion is to know the value of our coal mine enterprises to improve theestablishment of emergency response plan for performance.
