Currently, the transported MSW in X city is about3500tons per day, with theclosure of the Southwest Landfill, the harmless disposal rate of MSW fell from85%to45%, a large amount of MSW has noplace to process. With the expansion ofShuang Qi incineration plant expansion and construction of food waste treatmentplant in Harbin, It is reasonable to expect the use of MSW’s resources. Wasteclassification is imperative.In this paper, the characteristics of municipal solid waste and present situationof garbage disposal home and abroad were conducted a survey. Then the treatmentand disposal of garbage in X city was researched. Finally, some problems and wasteclassification mode are pointed out.First of all, recycling system in this city is not perfect and garbage disposalcapacity stays a serious shortage of state through the detailed inquiry into X citymunicipal solid waste collection, transportation as well as treatment and disposalsystem.Secondly, methane content in landfill gas is around40%when MSW is mixedcollection and mixed landfill, and the amount of oxygen is too large. For theSouthwest Landfill, the gas production in2014is905.35m3/h. The value of use ofLFG is relatively small. The COD of leachate is up to45000mg/L, biochemicalapproach is influenced by temperature, the treatment effect is limited. Membranetechnology costs too much. In the process of waste incineration, due to thecomplexity of waste composition, incinerator produces the pollutants of higherconcentration in flue gas. Due to the inadequate pollution control, the emissionconcentrations cannot reach the standard; In addition, the incinerator can notoperate stable. Meanwhile, some problems of the management model in this citywere proposed.Again, through the detailed analysis of various components, the physical andchemical properties of garbage, a conclusion that it is time to carry out garbagecollection was drawn. It was proposed that target within the next five years iseffective garbage classification reached70%, and proposed waste classificationmodel. This model says about23%of the recyclable waste is recycled, around38percent of kitchen waste is used to have an anaerobic fermentation; Finally, somematerial that is part of the mixed garbage and recycling collection process can notbe used are treated by uincineration, accounting for about18%. Others could not beutilized finally disposal in the way of landfill. Through the study of three processingmodes-anaerobic digestion, incineration, landfill, the pros and cons about a hybrid collection and classification are investigated from a technical and environmentalbenefits view.Finally, a cost-benefit analysis of waste treatment was carried out to prove thatthe most appropriate and economical, environmentally friendly method is separatecollection+integrated treatment.
