The ocean is the origin and basis for the survival of a variety ofbiological life, and it is a natural channel for current continents, atthe same time there are reserves of oil, gas, marine minerals and otherhuman resources needed to carry out a large number of production and life.However, humans’ unlimited exploitation of the ocean makes the marineecological environment more and more fragile. With the arrival of the21stcentury, the "Ocean Century", the importance of the ocean has beenreflected not only in the lives of the people’s production resources andfacilities, it’s development is to become a measure of the strength ofa country’s comprehensive strength standards. But nowadays, the wholeworld is faced with a variety of marine environmental problems, such asoverfishing, resource depletion, and water pollution. In the face of theland resources gradually exhausted and the increasingly complexinternational environment, countries around the world in order to achievedevelopment and maintain its international status all focused theirattention on the ocean, formulate marine strategy, while the quality ofthe marine environment has a great influence on the development andutilization of marine resources, at the same time, for all countries, ithas the vital importance to the economic and social development. Therefore,strengthening the management of the ocean, marine environmentalprotection into national maritime strategy has become the unanimouschoice of countries.In terms of our country, the ocean has become the important pillar of China’s economic construction and sustainable development, therefore,the protection of the marine environment is particularly important.However, because of the late start of the marine environmental protectioncause, legal system and management mechanism is not perfect and othercomplex reasons, resulting in the quality of the marine environment showeda downward trend, brought a lot of marine disasters, pose a threat to thepeople’s lives and our country’s interests.Although China has a vast sea area and a long coastline, but Chinawas merely a maritime country, instead of marine power. This makes ourcountry must adjust development strategies for the existing and the marinepower strategy is our country need now. The real “marine power” musthave a healthy marine environment, so, the protection of the marineenvironment is very important for our country.From a political perspective and using a variety of methods, we cansee that the marine environmental protection mechanism in China has a lotof problems, based on analysis of these defects, combined with relatedtheories and learns from the experience of other countries, finally putsforward some concrete suggestions on the protection of the marineenvironment.We should recognize that the marine environment protection is ourresponsibilities and at the same time it was a long way. The realizationof the strategic target of marine power of our country must rely on ahealthy, beautiful marine environment. Therefore, it is necessary toimprove and perfect the marine environmental protection mechanism of ourcountry, provide an institutional guarantee for the rapid development ofthe cause of marine environmental protection and the successfulimplementation of the strategy of marine power in China.
