Chinese marine sector is affected by climate change,which causes seawater warming,sea level rise,and seawater acidification.Chinese marine biodiversity is also greatly adversely affected.Climate change changes the migration,distribution and quantity of marine species,and climate change also shrinks mangrove ecosystems and whitens coral reefs.Due to the inability to reverse climate change and its impact,the lag of mitigation measures and the continuous decline of marine biodiversity,it is inevitable to adopt adaptive measures to protect marine biodiversity.The adaptive protection of marine biodiversity has the following special needs:need to clarify the guiding principles of marine biodiversity adaptation to climate change;pay attention to the adaptation of marine biodiversity to climate change in China from the legislative purpose;monitor climate change to the ocean Impacts of biodiversity;adjustment of marine protected areas to adapt to changes in marine biodiversity under climate change;restoration of typical and fragile marine ecosystems,and enhancement of adaptive capacity of marine biodiversity with habitats of these marine ecosystems.By analyzing Chinese existing marine biodiversity conservation system,it is found that there are some shortcomings in Chinese existing marine biodiversity protection system:Lack of comprehensive guidance on biodiversity adaptation to climate change;the legal legislation related to marine biodiversity conservation does not consider adaptation to climate change;marine ecosystems lack biodiversity monitoring;marine protected areas are unable to adapt to climate change,and government marine ecological restoration duties are not clear Inadequacies.Following the introduction of the US and Australia marine biodiversity adaptive protection system,some lessons can be drawn from the analysis.Finally,some suggestions for adapting to the shortcomings of Chinese existing marine biodiversity protection system under climate change are proposed:develop a national biodiversity adaptation climate change strategy,including the identification of biodiversity adaptation climate change legal principles,and establish biodiversity adaptation climate change targets;adjust the objectives of the marine biodiversity protection legislation,including consideration of legislative objectives,emphasis on climate change and legislative objectives;establish a marine biodiversity monitoring system,including the development of marine biodiversity monitoring and assessment specifications,the construction of a marine biodiversity monitoring network and th sound marine biodiversity information system;establish an adaptive marine protected area system,including procedures for increasing the quantitative targets of marine protected areas,expanding the scope of marine nature reserves,modifying the procedures for the adjustment of marine protected areas,and strengthening the coherence of marine protected areas to accommodate the migration of marine species;clarify the government's marine ecological restoration responsibilities,including changing the government's ecological restoration responsibilities to repairing responsibilities and formulating marine ecological adaptation planning at the national level.
