The Study About Collaboration Between Local Government In Cross-regional Air Pollution Prevention And Control

With the rapid development of social economic， the compounded andcross-regional air pollution，which mainly composed mostly of PM2.5，acid rain andsulfur dioxide，becomes more and more serious．Especially since2013，a wide rangeof haze has appeared in the major cities and regions，which is threatening people’shealth．However，the cross-regional and indivisibility of the anti-air pollution are inconflict with our current administrative territorial management model．It caused thecurrent effect of air pollution control is not obvious，even fell into a vicious circlecalled "more control，more pollution"．At the same time，the high speed of regionaleconomic integration has pushed the corporation by breaking the limit ofadministrative regions in local governments and has led the corporation to thedirection of interactive and cooperative beyond the closed and competitivepattern．Based on the background and tide， regional economic integration mode ofair pollution control is the fatal choice for local government．So how to avoid thelocal government pass the buck to each other and how to achieve full cooperationamong local governments become the core of this thesis.This paper defines two concepts, which are inter-regional air pollution controland local government collaboration.．Based on the collective action theory, gametheory and the theory of intergovernmental relations， it analyze the historicalevolution and typical case of air pollution control across regional collaboration oflocal government．After analysis，it summarizes the present problem of collaborationbetween local government in cross-regional air pollution prevention andcontrol． Through deep analysis， it also gets local protectionism， the imperfectlow,interest coordination mechanisms,performance appraisal system and financialdecentralization system is the main causes of these problem．In the end，it discussesthe suggestions for collaboration between local government in cross-regional airpollution prevention and control from three respects，which are building up theconcept of mutual benefits， constructing the good institutional environment andestablishing the cooperation mechanism.
