Research On The Management Of Special Funds For The Prevention And Control Of Air Pollution Of Local Governments In China

The special fund for air pollution prevention and control is an important one of the special funds for the prevention and control of air pollution in specific regions.It is the government incentive fund for strengthening the prevention and control of air pollution in China and the secondary distribution of the state’s financial revenue.In the course of our country’s resolute fight against air pollution,special funds for air pollution prevention and control play an incentive and guiding role.Whether the special funds of the local government have played the greatest benefit and what problems have appeared in the fund management are the subjects that need researchers to systematically analyze and verify.Based on the basic theory of air pollution prevention and control fund management and its related public management theory,this study analyzes the problems and causes in the process of fund management in T city from the aspects of fund allocation and appropriate,fund project supervision and management,performance evaluation and so on.According to the research,T city has effectively promoted the construction of capital projects through the joint efforts of government,enterprises and society.China’s environmental protection special fund general period of five years,this paper mainly from the project allocation and implementation,management process and system,performance evaluation three aspects of the T city in2013-2018 implementation of the air pollution prevention and control special funds.The special funds for the prevention and control of air pollution have also played a very active role.Driven by the investment of special funds,T city has achieved remarkable results in the transformation of pollution control facilities in industrial enterprises,the elimination of yellow standard vehicles,the elimination of coal-fired boilers,and so on.It has strongly supported and promoted the prevention and control of air pollution in T city,and the air quality of the city has been continuously improved for five years.However,there are also some problems in the process of special fund management,mainly: the focus of special fund allocation is not prominent,the special fund allocation is too focused on industrial pollution control and relatively neglected other important areas;the implementation of special fund management lacks effective supervision;a few special fund projects fail to maximize thebenefit of funds;the basic work of local special fund management is not standardized and other management difficulties.The main causes of the above problems are: local government special fund allocation machinery to implement higher-level policies,not to achieve local conditions;local government special fund management system is not perfect,lack of effective supervision;lack of pre-project research and long-term planning,special fund project bank lag;managers conservative thinking,weak professional knowledge,low level of business.Aiming at the above problems existing in the management of special funds for the prevention and control of air pollution in T city,combined with the local reality,this paper finally puts forward some policy suggestions to improve the management level of special funds for the prevention and control of air pollution and to ensure the maximum benefit of special funds.Local governments should strengthen project declaration and fund allocation management,fund project management and supervision,performance evaluation and evaluation,and fund management team and capacity building.
