In the ecological compensation of river basin, the confirming of compensationstandard is a key part. Establishing an appropriate and feasible compensation standards canensure the smooth implementation of the gradual compensation mechanism. However, eachwatershed has its own diversity, complexity and nonlinear characteristics, this leads to alack of uniformity watershed ecosystem. Therefore, in the current domestic and foreignresearch and the implementation of the compensation mechanism for ecologicalcompensation watershed basin in theory, has not yet formed a more unified watershedecological compensation standard.The compensation standard watershed research and practice China’s domesticecological compensation mechanism and determine is still in the exploratory stage. In thepresent study, the determining of the ecological compensation based on mainly two criteria.The first is input cost, the second is the value of ecosystem services. the determining fromthe standard input cost perspective of watershed ecological compensation need to calculatethe direct costs, indirect costs, and development costs. Although there are some scholarscombine different scenarios based on input costs for watershed ecological compensationstandards were studied, but the indirect costs and development costs are difficult toaccurately approved, so in practice will encounter some problems. Based on this, somescholars calculate compensation standard from the value of ecological watershed ecologicalservices. But the value of watershed ecosystem services can not be accurately measured,and all the ecological services can not be effectively utilized in the entire production, butthis will lead to high standards of ecological compensation. This will not conducive to thenormal operation of basin ecological compensation mechanism. The above two methods todetermine the compensation standard is often used as a standard for watershed ecologicalcompensation lower and upper limits. Based on the facing contradictions and difficulties inthe process of determining the standard watershed ecological compensation, for the step bystep watershed compensation mode, in water quality restoration cost and cost ofmaintaining water and sewage treatment data from the National seventy-nine sewagetreatment plants as the basis, builds an econometric model, to determine the functionalrelationship between water quality restoration cost and pollutant content. Simultaneously,based on the cost of maintaining water behavior, in other words, calculate watershedecological compensation from the point of view of both water quality and quantity to protect the watershed ecological compensation smoothly.River basin compensation mechanism established progressively is precisely in order toreduce the cost of compensation paid, to coordinate the environmental benefits between twoadjacent downstream region and economic interests between economic entities Involved.The vast majority of domestic are inter-regional watershed. Therefore, such compensationstudied between the relationship of neighboring regional compensation be able to betteraddress cross-regional watershed ecological compensation provides the possibility.Research on the compensation standards progressively developed watershed is not only forecological compensation theory further improved, but also provides a practical basis for thesustainable development of river basin ecological environment.Taking Dawenhe River for example, this article calculates basin compensationstandards from the water quality and quantity angles. First of all, use single factor waterquality evaluation method and fuzzy evaluation method to evaluate and analysis the waterquality of Dawenhe. Finally, the conclusion is that the water quality of Dawenhe River isinferior Grade III. Basin ecological environment is in urgent need of restoration andconservation. According to previous theoretical analysis, this article calculates the amountof compensation.
