| The Dongting Lake wetland is the cradle of life for Huxiang children and the precious heritage for thousands of years of vicissitudes. Healthy wetland ecosystem is an important part of national ecological security system and an important foundation to realize sustainable development of economy and society. However, so important wetland of Dongting Lake has been regarded as desolate and waste land for the misunderstanding on the wetland for a long time, because of a large scale of agricultural activities of the Dongting Lake wetland, resulting in the wetland resources in Dongting Lake in a short span of sixty years since the founding of the loss of more than half. What is more serious is that the wetland ecosystem service function has been seriously degenerate, therefore, to realize the sustainable development of economy and environment become increasingly concerned problems. Ecological compensation is the only road to achieve coordinated development. But the ecological compensation of wetland still be in the initial stage not form a system. This paper, through the establishment of Dongting Lake wetland ecological compensation model studied the wetland of the Dongting Lake, obtained the most important ecological compensation model basis,ecosystem services based on the environment。Dongting Lake wetland ecosystem services each year provides great value for human, the ecological environment status are closely related to human production activities. If the Dongting Lake wetland ecological environment is destroyed, will have a great influence on people’s daily life. The main work and research results are as follows:Firstly,analyzed the Dongting Lake wetland situation,clarified relationship with human, and assessed the value of ecosystem services, analysis of the necessity of the ecosystem service value of Dongting Lake wetland,obtained ecosystem service value is554.3billion yuan,including,atmospheric condition7.39billion yuan, climate regulation0.056billion yuan, water purification62.76billion yuan, species habitat30.49billion yuan, water storage capacity451.5billion yuan and tourism and leisure2.1billion yuan,;Secondly, a detailed analysis of the current situation, problems and reasons of the Dongting Lake wetland ecological compensation exists;Again,by analyzing the relationship between ecosystem services and ecological compensation, made clear stakeholders of the Dongting Lake wetland ecological compensation, designed of the basic framework of wetland ecological compensation mechanism in Dongting Lake—based on market participation in the government led ecological compensation and fully market-oriented ecological compensation;Finally, put forward the reasonable range of wetland ecosystem of Dongting Lake and the amount of compensation, formulate the whole process of ecological compensation beforehang, Afterwards,the ecological compensation measures including wetland ecological compensation tax, the illegal punishment standard, intelligence technology, social donation, compensation for ecological lottery, the source, management and the term of compensation and the ecological compensation amount, and puts forward policy suggestions from the legal, resource management, collaborative system three aspects. |
