Research On Evaluation And Incentive Mechanism Of Cleaner Production In Jilin Province

Since2002, Jilin Province has developed the "implementation opinions ofcleaner production in Jilin ". It supported cleaner production in technology, capital,personnel training, tax and other aspects. It standardized and strengthened themanagement of environmental impact assessment and cleaner production audit. JilinProvince claims that it implements comprehensively cleaner production inTwelve-Five planning. Cleaner production is the main mean to upgrade industries andoptimize the industrial structure.This study uses incentive theory and circular economy theory. It takes advantageof the methods of historical analysis, comparative study, entropy value method, gametheory and information economics. Combining theory with practice, this study evaluates the level of cleaner production and establishes the incentive mechanism inJilin Province.This study includes the following aspects: Describes the research progress ofclean production and related incentives theories. This study analyzes the currentsituation of cleaner production in Jilin Province. Taking the general characteristics ofthe clean production in Jilin province as the evaluation objects, it establishes cleanerproduction evaluation index system. In this index system, there are three levels, fivesubsystems and twenty-one indicators. By using entropy value method, it research onthe current situation of cleaner production in Jilin province. It measures and evaluatesthe level of clean production in Jilin province. Reflect the current situation and trendof change. Then find out the key link for the further development to provide areference basis for the establishment of incentive mechanism. Considering eachrelated subject of cleaner production, this study establishes government subsidymodel, market incentives and external incentives model. It provides scientific basisfor the governments and enterprises to enact effective measures. This study putsforward financial support measures, emissions trading system, green GDP accounting,industrial support policy of the clean production, publicity measures internal incentivesystem, and clean production, etc. These will promote the government, enterprises andcitizens to actively join the clean production work. Eventually realizes the sustainabledevelopment of economic, social and environmental in Jilin province.
