The Research On The Effectiveness Of Environmental Impact Assessment During The "Twelfth Five Year Plan" In Jilin Province

As an important management system in the field of environmental protection,the environmental impact assessment(EIA)plays an irreplaceable role in the environmental protection and the prevention of environmental pollution,and questions about its effectiveness has been one of the hot issues concerned by scholars.The study on EIA effectiveness at home and abroad,mostly in terms of concept,system,qualitative study,and on the basis of a large amount of case investigation,for the quantitative evaluation of the effectiveness of a particular region EIA research is relatively less.The research select 1163 of the environmental impact assessment reports approved during the Twelfth Five Year Plan in Jilin Province as the research object,select the time of the EIA commissioned,and location rational analysis,pollution prevention and control measures and analysis of technology and economic,environmental risk analysis,analysis of cleaner production,analysis of the total environmental impact control,economic cost-benefit analysis,environmental management and monitoring plan,analysis the public participation,expert evaluation scores for the 10 items as the evaluation index,determine the weight of each index by CRITIC —the objective weight assignment method,establishes the index system of EIA effectiveness evaluation,and finally get the scores and grades of the effectiveness of the EIA of each project,then analysis on the trend of the effectiveness of environmental impact assessment during the "Twelfth Five Year Plan" period in Jilin Province,and put forward countermeasures to improve the effectiveness of the EIA.According to the results of the evaluation of the EIA effectiveness of Jilin Province from 2010 to 2015 years,on the other hand,the ratings of "middle" and "bad" have declined.It illustrates that the EIA effectiveness of Jilin Province in recent years presents an upward trend,which concerns the strict environmental access ?strictly implement the environmental impact assessment system and strict control of the quality of the preparation of the EIA Report in Jilin Province in recent years.But it is still necessarily to strengthen the assessment of the intervention time of the EIA,standardize of the preparation of the EIA process,improve public participation,strengthen the key technology and methods research of environmental impactassessment and improve the quality of the EIA document,improve EIA personnel professional ethics through education and training,strengthen the construction supervision and management of the unit,so that the EIA can play a greater role.
