The biodiversity of wetland is one of the richest of all the ecosystem. Wetland, forest and ocean are the three major ecosystems in the earth. In China, the development of wetland ecotourism is still in the emerging stage. Many of the wetland ecotourism scenic areas are restricted by the flat scenery and the strict protection requirements. The experience of the visitor is poor in these scenic areas. The customer perceived value is widely used in companies to gain competitive advantage. This article would develop a wetland ecotourism planning model based on visitors’ perceived value.There are three research focal points in this article. First, researcher would test and verify the construct of the wetland ecotourism visitors’ perceived value. Second, researcher would develop the wetland ecotourism planning model based on visitors’ perceived value. Third, researcher would apply the model in the ecotourism planning of the Qixinghe National Nature Reserve.In the first chapter, the research background, purpose, meanings, methods and flow path are illustrated. In the second chapter, study focused on the development and problems of the ecotourism and the application of the customer’ perceived value in the tourism area. In the third chapter, the current situation and theory is studied as framework research of the planning model construction. In the fourth chapter, researcher would test and verify the construct of the wetland ecotourism visitors’ perceived value. In the fifth chapter, researcher would build the model of wetland ecotourism planning based on visitors’ value. In the sixth chapter, the model would apply in the Ecotourism planning of Qixinghe National Nature Reserve. The content of last chapter is the summary about result and insufficiency of this study.
