Although economic and social status has been developed rapidly, ecological environment issues are coming out at the same time, especially in water environment. Making environmental policies is supposed to be helpful by exploring the relationship between social economic development and the environment. Up to analyze the t situation of water environment pollution of the Qiantang River Basin, a ten-year long term dataset including social economic development and environmental evolution was built. And we get the results as following:(1) In recent years, the water quality in border section of Qiantang River Basin is overall stable but with small fluctuations. And the ratio which the border meets the functional requirements increased. The pollution concentration monitoring from border sections of the Qiantang River Basin was mainly decreased. Meanwhile, CODMn, ammonia nitrogen and total phosphorus these three pollution indexes were also in the trend of improving.(2) The total amount of industrial wastewater, urban sewage and other pollutants is huge, and it has brought serious environmental pressure to the whole basin. Pollutants mainly come from three major industries i.e. chemical industry, printing and paper. According to the analysis results of pollutant emission intensity, the Qiantang River Basin pollution intensity increased from west to east, while the emission intensity in some developed cities and counties is serious.(3) Environmental Kuznets curve was used as the econometric model to study on the relationship between water environmental pollution emissions and per capita GDP of Qiantang River Basin districts in Hangzhou, Jinhua and Quzhou from2005to2012.Then we established the simplified model of environmental Kuznets curve to obtain experimental results. Results demonstrate that environmental Kuznets curve was affected by many factors and it may appear U type, inverted U type, N type, arc or other forms, and inverted U type is only one of the relationships between economic growth and environmental pollution.According to the research results, this paper puts forward to environmental and economic development policy suggestions such as strengthening the industrial structure adjustment, treatment for enterprise environmental pollution, construction of sewage treatment facilities, green construction and so on.
