Study On The Strategy Of Cooperative Governance Of Fog And Haze

Since the autumn of 2012, the haze weather often occurs in many cities of China,and then received extensive attention of the society.'Smog' and 'PM2.5' has been more and more familiar to the general public. In the last few years, the total emissions of harmful particles and harmful gases did not decline in our country, whereas showing a growth trend. This directly led to haze weather occurred frequently in our country.Although there are some climate's reasons caused the haze weather often occurs,for our country, more is caused by human factors. The current situation of serious haze weather is mainly caused by the emission of industrial pollutants, automobile exhaust emissions and the irrational structure of energy use. Extensive development mode and the 'first polluted and then governed' of environmental concept are the root reason of the haze weather frequent appears in China.Haze weather has a great harm to the health of the public, but also to the public's life has a serious impact. The frequent haze weather does not meet the requirements of sustainable development, green development, and the construction of ecological civilization and beautiful China. Therefore, the governance of haze weather is no delay.Because the haze has mobility in the space, the area involved is relatively large. And the influence of human factors is the main reason for the formation of haze. Therefore,only by a single area and social forces is unable to solve the haze problem. This requires a number of areas to join the team,which mainly job is joint prevention and control and collaborative governance of haze. At the same time, the local government should make the public and enterprises to participate in the work of the governance of the haze. Only in this way, the haze governance can be achieved better results. Under the background of the serious local protectionism,the cross of many interests,and the dispersion of resources in our country, the mutual coordination between the different regions is an effective way to the future work of the haze control in the future.In order to solve the problem of the haze weather in our country, to achieve green development and construction of ecological civilization, this paper studied the collaborative governance of haze weather. Firstly, the causes, spatial distribution characteristics and harmfulness of haze weather are introduced. The present situation and the dilemma of the haze weather cooperative governance are studied. Secondly, it makes an empirical analysis on the influencing factors of the cooperative governance of haze weather. This part is based on the grounded theory. Based on the existing literature and field research, the paper constructs the influence model of collaborative governance haze. And by using the method of factor analysis and structural equation model, to explore the factor analysis and confirmatory factor analysis, so that draw the important degree of each factor to the haze weather collaborative governance. Then through the empirical analysis of the influence factors of haze weather collaborative governance, we can know that dynamic relationship, power relationship and interest relationship are important factors to influence the governance of haze weather.Therefore, this part is the research about the dynamic relationship, power relationship and interest relationship of collaborative governance of haze weather. The research content of dynamic mechanism is that what the source of the power and resistance of collaborative governance haze weather is. Power mechanism is to study how to run and design the power of collaborative governance of haze weather. The interest balance mechanism is to study how to balance and compensate the benefits in the cooperative governance. Finally, according to the results of the above three parts, and on the basis of summing up the experience of foreign haze governance, the corresponding countermeasures and suggestions are put forward.Overall, by using literature analysis, empirical research, factor analysis and structural equation modeling and other research methods, this paper studied the collaborative governance of haze weather, following conclusions are drawn.First, collaborative governance of haze weather is an inevitable trend of solving the haze pollution. When the social economy develops to a certain degree, the focus of public attention will be transferred from the economy to the ecological environment,and the demand of high quality living environment will be increased. However, haze pollution is a major obstacle to the pursuit of high-quality living environment. Haze pollution control has some achievements, but the source of haze is complex and haze has the characteristics such as easy to gather. Only break the existing predicament, can achieve a greater progress in haze control. Collaborative governance can not only meet the needs and desires of the public, to achieve the need of high-quality living environment, can also coordinate the rights and interests of the various subjects, to ensure the effective implementation of governance haze. Therefore, Collaborative governance of haze weather is the need for citizen life. It is also the inevitable requirement of social development.Second, based on the grounded theory, we set up the construct model of regional haze collaborative governance factors. By using structural equation modeling theory,this paper puts forward the research hypotheses and describes the theoretical model of regional haze collaborative governance. At the same time, through exploratory factor analysis, the factors that affect the regional haze collaborative governance were verified. It concludes that cooperation ability, trust degree, management idea, expected return, resource dependence, market level, governance complexity, system support and citizen's environmental awareness are the main factors that influence the formation of haze and haze weather. By using confirmatory factor analysis, the influencing factors of haze coordinated governance in Beijing, Tianjin and Hebei were studied. It concludes that trust, governance complexity, cooperation ability, expected return,resource dependence,environmental awareness of citizens have a significant impact on the collaborative governance of haze.Third, through analysis the three operational mechanisms of haze weather collaborative governance, it is proved that the power of the cooperative governance of haze weather comes from the endogenous dynamics of political promotion and the exogenous dynamics of pressure of superior government. It verifies that the governance structure determines the right match, and it also determines the choice of the right structure. And the right structure and the governance structure have a one-to-one correspondence. It also points out that system design of governance rights and the right running mechanism should be matched with the current environment and condition of our country. At the same time, on the basis of policy theory, it demonstrated that Kaldor - Hicks model is more feasible. And taking the public value as the guide, the three benefit balance principles are designed. On the basis of this, the paper put forward the benefit balance mechanism and the benefit compensation mechanism of haze weather collaborative governance.Fourth,learning from foreign experience and measures of governance haze work,to enrich and perfect the theory and practice of cooperative governance haze weather.Proceed from the four aspects of central and local governments,the horizontal local government at the same level, public and government, enterprises and government, this paper puts forward some countermeasures and suggestions, such as reasonable division of responsibilities and rights of all parties, to strengthen the construction of trust mechanism, to improve the prevention mechanism, specification of relevant laws and regulations, to strengthen the supervision of public responsibility consciousness,rational distribution of industrial structure and so on.
