Research On The Issues And Countermeasures In Haze Governance In China

Since more than 30 years,Reform and opening-up has made remarkable achievements in economic development,at the same time,economic development has also brought serious environmental problems.Haze pollution is one of them.Especially since 2013,the city haze weather has been gradually increased,and the haze pollution has become increasingly serious.Haze pollution can make air quality bad,so it may not only make harm to people’s psychological and physical health,influence our normal work,study and life,but also cause severe economic losses.Recently,Haze pollution has made attention of the society and the public,and has drawn great attention to the state and government.In the aspect of governing haze pollution,our country has taken corresponded measures and obtained some achievements.However,the effects are not obvious.Because haze problem is no longer a simple environmental problem,it has risen to a social problems and political problem.Relying only on the government power government to governance the haze pollution already can not adapt to the status of haze pollution in our country.Haze governance is imminent,while governing haze is a complicated and arduous task to us.We must cooperate strengths from the diversified governance body to make collaborative governance.This paper bases on the theory of social governance theory to research haze governance in our country and the research mainly has five parts,including the introduction,concepts and related interpretation,the problems of haze governance in our country,foreign experience about haze governance and enlightenment for us,and some measures to government haze.First of all,the paper starts from the concept of interpretation,introducing what is haze,what cause haze pollution and its harms.At the same time,it analyzes the governance theory and the Chinese connotation about social governance,as well as the social governance factors’ application in our country.Secondly,the paper introduces the Chinese present situation and achievements of haze governance by means of law,economy,policy and so on.Certainly,the main problems about the haze governance and their reasons are also included;Thirdly,the paper also analyzes the successful experience and enlightenment of haze governance from the United States,Britain,Japan and other countries.Finally,according to the fact of our country and taking warning from foreign experiences,the paper puts forward to some suggestionsfrom the perspective that multivariate bodies participate in the haze governance,for example,improving the legal system,transferring the government function further,encouraging citizen and social organization to participate in haze governance,strengthening inter-regional mechanism for joint prevention,improving disclosure of information and supervision mechanism,etc.Thus,hope the suggestions can provide references to solve the haze problems in China.
