With the rapid development of China’s urban and rural economy, the development speed of urbanization and industrialization is accelerated. An in-depth analysis of modern urban and rural ecosystem is conducted. From the perspective of ecosystem structure and functions, a study on the changing process, trend and law of China’s modern urban and rural ecosystem is conducted. According to the requirement of the population, resources and socioeconomic structure and development in urban and rural areas, an efficient and healthy regional structure with urban-rural integration is established. The continuous progress of urbanization inevitably increases the pressure on ecological environment, which thus incurs a number of ecological and environmental issues. In order to realize the sound development of urban-rural economic integration, it is necessary to establish the connected structure and recycle system of urban and rural ecology. The mutual coordination and mutual development of the two will bring huge ecological benefits and economic efficiency. Therefore, the study on the structural functions and health evaluation of ecosystem is beneficial for us to solve ecological and environmental issues in the process of development and quicken the construction pace of promoting urban-rural integration.Against the background of the economic development, structural adjustment, institutional change and drastic social and cultural transformation of urban and rural areas, the paper mainly studies urban and rural ecosystem, applies analytic hierarchy process to determine various index weights through studying the changing process of the structure, functions and characteristics of urban and rural ecosystem in Ejin Horo Banner, Erdos City, constructs an evaluation index system made up of five elements including vigor, organizing power, resilience, system service functions and population health, conducts an in-depth study and analysis of the health condition of urban and rural ecosystem in Ejin Horo Banner (2008to2012) by adopting the evaluation model of fuzzy mathematics and finds the factors which restrict the sound development of urban and rural ecosystem in Ejin Horo Banner through the study, namely the extensive mode of economy growth focusing on resource-based industry, insufficient deep processing, the low efficiency of the environment and economy and the arduous task of environmental protection. Through comprehensively governing the necessary environment by means of improving the service functions of urban and rural ecosystem, optimizing industrial structure to reduce resource consumption, transforming and upgrading traditional industries and accelerating the development of many aspects like non-resource industry to quickly improve the health level of urban and rural ecosystem in Ejin Horo Banner, finally the sustainable development of the economic, social and ecological benefits in urban and rural areas of Ejin Horo Banner can be realized.
