The ecological environment is the cradle of mankind relies for survival and development, isthe foundation of economic development and social progress. A good ecological environmentis an important index of sustainable development. With the development of world economy,the environment problem is increasingly outstanding. Initially after the appearance of peopleonly pay attention to the environmental hazards management research, however, once a lot ofpoisonous and harmful substances into the environment, to human health and ecologicalenvironment caused serious harm for a long time, thoroughly governance will spend a lot ofmanpower and material resources, some even could not governance, some developedcountries has paid a heavy price.Located in the middle and lower reaches of Liaohe River Basin—the lower reaches ofLiaohe River Plain, It belongs to the eastern humid and semi-humid ecological regions-temperate humid mixed needle leaf and ecological regions-northeast plain agriculturalbiome. It has an enormous population and a long history of land development, which is one ofthe important commodity grain bases in Liaoning province and northeast. In recent years,with the rapid development of regional social economy, Human disturbance stress factors ofthe regional ecological environment human transformation pressure increasing, has becomethe important factor of social and economic development, the environment risk have to causethe attention of people. How to coordinate the relationship of social economic developmentand ecological environment protection has been becoming the current need and urgent in thelower reaches of Liaohe River Plain.In this article, the lower reach of Liaohe river plain was chosen as the study area, Based onthe concept and connotation of environmental risk theory, and introducing the natural disasterrisk theory into the environmental risk assessment, build the evaluation index system andevaluation model of environmental risk from the risk exposure, vulnerability and adaptability.Using the spatial auto-correlation model for sub-watershed as the basic evaluation unit oflower Liaohe River Plain spatial distribution characteristics, change rule and spatialcorrelation characteristics of environmental risk in2000,2005and2010. This study has certainpractical significance to correctly understand the lower Liaohe Plain environmental risk leveland the environmental protection and comprehensive management.And it also has the certain of rich and improvement of the environmental risk theory has a certain theoreticalsignificance. The results of our study show that:(1) Between2000and2010the environmental risk gradually decreased in the lowerreaches of Liaohe River Plain.(2) Moran’ s I is on the rise from0.1602to0.1702, showed positive spatial auto-correlation, and the correlation is more and more strong, the cluster phenomenongradually in-creases.(3) The cluster structure and significance level of the environmental risk degreeobviously changed between2000and2010.
