Ecological security means the environment to supply human’s existence anddevelopment being less threatened,the ecosystem function is stable. ZhundongWucaiwan mine rich in coal resources, but the environment and ecological areextremely fragile, the mining activities in the open air will cause some ecologicalproblems, such as dust and noise pollution. In order to explore ecological safetycountermeasure scientifically in the arid zone, this article analyzes the ecologicalsafety in Wucaiwan opencast coal mine from the qualitative and quantitative aspects.The main conclusions are as follows:(1)The conclusions of quantitative evaluation to ecological security: the researchobject is the technological transformation Zhundong mining900,000tons/year ofShenhua Xinjiang Energy Co., Ltd. under PSR model framework, take2007、2009and2013as the time point, the artical selects the appropriate ecological securityevaluation factor to establish evaluation index system, uses the principal componentanalysis to comprehensive evaluation, then divides the ecological securitylevel,showes the ecological security features in the study area, analysis the currentecological impact from opencast coal mining. The results show that the mine safeecological security in critical condition at2007,in a relatively unsafe condition at2009, and exceed the minimum grading in a very insecure at2013.The miningecological security situation is grim.(2)The conclusions of qualitative evaluation to ecological security: The strength(S)、weaknesses (W)、opportunity (O) and threats (T) in Wucaiwan opencast mine are:the mining of coal surface mine has a unique talent, the mine does not exist residentsmigration or occupation of farmland pasture and so on; the whole ZhundongWucaiwan coal mine being unified planning and management by Region People’sGovernment, and being urge all Opencast mining companies test ecologicalmonitoring and greening work. Meanwhile, Wucaiwan mine in the arid desert region, water shortages, dust pollution caused by opencast mining seriously; opencast coalmine on the verge of Kalamaili ungulate Reserve, if ecological safety work once notin place, will threat wild animals and plants in protected areas;the lower survival ratein tree planting test, lead to higher cost compared with other mining ecologicalmaintenance.(3) Based on the Wucaiwan mining Opencast S、W、O、T single analysis, thearticle carries out the development strategy of portfolio analysis:The unifiedgovernment planes, coal chemical industry will be carried out simultaneously, supplythe possible that situ coal resources transformed into economic advantages.Meanwhile, the mine should to avoid secondary pollution during the transportation ofcoal. Water issues are important factors threatening the ecological safety of the mine,how to control water consumption, improve the quality of environmental protection,are the maintenance work in the future.(4) Based on the above analysis, this article carries out a quantitative study of theecological safety regulation, aimed at provid a new idea for scientific proposedstrategy. On the basis of the mine evaluation data in2009, the paper according to thesystem theory, under the seven kinds of scenarios investigated changes in ecologicalsecurity index.Then combines SWOT strategic combination, the opencast should beused the WO stable strategy.The article propose some specific suggestions andcountermeasures of ecological safety regulation, in order to achieve the ecologicalenvironment、social and economic coordination sustainable development purpose inopencast.
