Water is not only an important part of the ecological environment, but also irreplaceable naturalresources of human life and social stability. But along with our country social economic development byleaps and bounds in recent decades, the water pollution problem increasingly prominent, and waterenvironment quality decreased obviously, serious impact on the development of our country. To solve theproblem of water pollution in our country, should first pollutant total amount control and the determinationof pollutant total amount was conducted on the basis of water environmental capacity.
