Along with our country economy level unceasing enhancement, theenvironmental problem attracted more and more attention, and the power plantsin China are mainly coal as fuel, this runs counter to the trend of socialdevelopment. How to make our country’s environmental problems are greatestdegree of improvement in the limited conditions are serious challenges ourcountry is facing. In this context, flue gas denitrification transformation projectis imperative, and the thermal power plant flue gas denitrification longreconstruction project construction period, a large investment, energyconsumption, difficult to measure the cost of operations in the latter part of theworking process. Flue gas denitrification transformation project has a longconstruction period, large investment, high energy consumption, in the operationprocess later operations is not easy to measure cost. This requires us to theproject before the implementation of the project to make scientific assessment, asfar as possible to ensure that the project can really create a proper economicbenefit, social benefit after being put into operation.For pre project evaluation how to create a scientific evaluation index, andHow to make a scientific treatment of these indicators are the key to theevaluation project in the evaluation process. At present, for the pre projectevaluation of the flue gas denitrification transformation project there is nounified standard for reference, has many problems in project evaluation. In thispaper, in view of the present situation of its immature and irregular, and refer tothe research status of related fields, trying to establish a set of index system andevaluation of scientific method for evaluation of thermal power plant flue gas outof stock reconstruction project.This paper first explains the background and meaning of this study andsummarizes the evaluation of development status at home and abroad before theproject; and then introduces the project pre evaluation includes the theory ofconcrete; concrete Datang thermal power plant flue gas, followed by the specificresearch on the denitrification of the reconstruction project was summarized andanalyzed the influence of construction the project generated on the economy,environment, society; then based on current research results of pre projectevaluation method is put forward their own, establishing the multi-level fuzzy comprehensive evaluation model of its predecessor, this part illustrates theconstruction process of the model; finally, the multi-level fuzzy comprehensiveevaluation model for the example analysis. The analysis shows that themulti-level fuzzy comprehensive evaluation model can well be objective data andexpert judgment combined with comments, before the evaluation of the projectmade a scientific judgment.
