Water is the source of life. As human society and economic development, industry,agriculture and domestic water consumption is growing, the water environment causedserious pollution, a big increase in water consumption and water environmental pollutionsignificantly, the "water crisis" has become increasingly serious.With the implementation of the“resource-saving and environment-friendly”socialconstruction of propulsion and energy conservation,waste water treatment industry usheredin unprecedented opportunities for development.At present, Urban sewage treatment planthas begun to take shape,due to the change of the feed water’ quality, quantity,temperature,Unreasonable treatment process, Lower operating level of the workers，Poorequipment and unreasonable selection of the site,resulting the urban sewage treatmentplant exceeds bid badly,and even cause severe pollution accidents.when the sewagetreatment,anout producing the stench gas, noise, sludge not strictly according to therequirements of environmental protection laws and regulations to take correspondingmeasures to prevent and control pollution, serious pollute on the surrounding environment,serious pollution of the surrounding environment, causing environmental pollutiondisputes, seriously affecting the community stable. The main reason for this phenomenonis that the EIA approval has long been China’s heavy and light "three simultaneous"acceptance, heavy investment in environmental protection, light pollution control facilitymaintenance, heavy environmental supervision, light environmental compliance researchand education.This year, the national environmental protection has began to attach importance toenvironmental law system construction, and has been released ammonia plants, coalthermal power enterprises, livestock and poultry breeding, electrolytic manganeseenterprises and five industrial enterprises in the printing and dyeing enterprise while urbansewage treatment plants and environmental compliance guide has not yet been released.This article researched the related environmental compliance status of urban sewagetreatment plants, technology of urban sewage treatment plant environment law-abidingsystem has carried on the system research.In this article, through the analysis of existing municipal wastewater treatment plants on related laws, regulations, regulatory documents and standards, the municipal sewagetreatment plant siting requirements of environmental law, construction conditions, thecompletion and acceptance requirements during operation, the main points of the internalmanagement practices and related legal responsibilities are clarified. By studyingenvironmental law and environmental law-abiding elements of technical systemconstruction of urban sewage treatment plants, the Analytic Hierarchy Process (AHP), tobuild a hierarchical model of urban sewage treatment plant environmental compliancetechnology system.the study showed the design of the sewage treatment process, goodwastewater treatment and the high level of utilization of sludge are the key elements of thecity’s sewage treatment plant environmental compliance.After determining the sewagetreatment process, the level of operation has become the primary factor. For instabilityoccurs during operation, the paper focuses on the non-functioning of the phenomenon,causes and countermeasures, and build the causes and countermeasures analysis diagram infigures.
