China’s iron and steel(I&S) industry has been experienced almost20yearsbooming period, since became the largest I&R producer in the world, China has beenkept this place for16years. While contributed a lot to China’s economic construction,the I&R industry has consumed large volume coal and iron ore, and inevitably causedserious environmental pollution. So it is urgently needed to implement low carbonand emission reduction and circular economy in I&R industry. This thesis aims to usegame theory and evolutionary game theory to analyze the influencing factors whichaffect the implementation of low carbon and emission reduction in the I&R industryand I&R ecological industrial parks, and try to find out a suitable pathway for theI&R industry to implement low carbon and emission reduction.In the first chapter, the backgrounds、the meaning and the aim of this thesis areintroduced. The backgrounds are as followed: low carbon economy becoming themainstream; China’s economy needs transition;the I&R industry is now facing dualconstrains including resources and environment. The second chapter first define I&Rindustry and low carbon economy and emission reduction, and a brief introduction oflow carbon economy and circular economy followed. Then this thesis analyzed thecurrent situation of low carbon and emission reduction in I&R industry. Based on agame theory, the fourth chapter analyzed the influencing factors that affect theimplementation of low carbon and emission reduction. According to the results of themodel, the government’s policy toward I&R industry、 the regulation cost、the scaleof the I&R plant、the cost and profits of the plants can affect the I&R plant’s strategy.On the basis of an evolutionary game theory, the fifth chapter analyze the influencingfactors that affect the I&R plant to implement low carbon and emission reduction. Theresults show the subsidy to the cooperative plants、the cost and benefits I&R plant canobtain from low carbon and emission reduction affect the implementation ofcooperative strategy. The sixth chapter analyze the suitable pathway for the I&Rindustry to implement low carbon and emission reduction on the basis of currentdocument and the results of this thesis.
