Bohai economic Rim is currently China’s largest economic development growth areas, Beijing, Tianjin, Hebei Province, Shandong Province and Liaoning Province are included, formed the North’s largest integrated industrial base. Iron and steel industry in 2015 accounted for 15% of the total carbon emissions of the country, in China’s top 15 iron and steel enterprises, there are 8 in the Bohai economic Rim. At present, Bohai economic Rim in carbon emissions even has been close to 800 million tons, iron and steel industry carbon emissions is very considerable. The APEC held in 2014,China reached a carbon emission reduction agreement with United States: Chinese promised to stop increasing carbon dioxide emissions by 2030. Therefore, the construction of Bohai economic circle of low carbon steel industry is particularly important.This paper try to solve iron and steel industry of Bohai economic Rim carbon emissions problem from the perspective of a carbon tax. Start from the harmonized carbon tax and differential mechanism of carbon tax, use two-stage game method to construct the unified mechanism of carbon tax game model and different mechanism of carbon tax game model. Harmonized carbon tax is to impose a carbon tax with the same for all of the iron and steel enterprises, the difference between the carbon tax is according to the amount of iron and steel production to determine the carbon tax. In the first stage of the game, all the enterprise as a whole, the government levy carbon tax to the enterprise, enterprises choose low-carbon production or not. Output game between enterprises in the second stage of the game, Whether the enterprise can determine its own production according to the low carbon production, meet Stackelberg competition between enterprises. Through the harmonized carbon tax game results and differential mechanism of carbon tax game results comparison, it isfound that the differential mechanism of carbon tax is better to promote the Bohai economic Rim carbon emissions decreased, while negative effect on economic growth is less than harmonized carbon tax.Consider to effect of inflation on companies’ willingness to low-carbon production, contribute based on the consideration of inflation harmonized carbon tax two-stage game model and differential mechanism carbon tax two-stage game model, it can be judged that by considering the inflation, the carbon emission reduction effect of differential mechanism carbon tax model is best, economic growth negative effect is the least also.Based on the result of game model, the amount of carbon tax, iron and steel production and economic growth of the five provinces (cities) of Bohai economic Rim were simulated and analyzed by using Matlab. According to the results of the simulation analysis for the Bohai economic circle of the proposed recommendations are as follows:first, the government actively promote low-carbon development of the iron and steel industry, strict implementation of structural reforms, the implementation of the supply side of the iron and steel industry. Developing the corresponding standards of per ton of carbon emissions, regular sampling tests and inspection. Second, government increase supportment for the steel industry, through the construction of long-term mechanism to guide enterprises to independent introduction of low-carbon technologies, the implementation of low carbon production. Thirdly, in the process of governance, introduce an appropriate carbon tax, set different carbon tax for different in steel output and inflation factors, carbon tax and carbon trading mechanism combined to slove carbon emissions if necessary. using market-oriented ways to guide enterprises to implement low carbon production and elimination of backward production capacity.
