Discourse On The Legal Compensation System Of The Wet Land In The Min River Estuary

The wet land in the Min river estuary is the largest wet land in Fujianprovince, which is consisted by the shoal of river estuary, eel beach with itssurrounding damp zone and estuary reach. This area is in an appropriatelocation, belongs to nature wetland, has worm and humid climate and owes theoutstanding condition of water and heat, providing an ideal living space for wildanimals and being a nature gene bank. The wet land in the Min river estuary, themost important rest area, wintering ground and shelter along the route ofAustralian bird migration, has many endangers animals, navigate birds and lotsof indexes which reach the significant international wet land standard. It is themost important one in Fujian province. However, due to lack ofeco-compensation legal system, people rarely know how to protect the wetland inMin river estuary and it also cause the limited promotion, the unsound legalsystem and manage system and insufficient funds. So that the area of it is shrunkand the eco-environment is degraded. In addition, the special eco-functions of itsclimate regulation, water quality improvement and species diversity protection islosing. Therefore, it is necessary to conduct the Legal Compensation System ofthe Wet Land in the Min Rive Estuary which need to benefit economydevelopment in Fujian province and population and geography environment.This article will discuss this issue by four aspects as followed:Chapter One: this Chapter discusses the issues associated with the protectionof estuary of Ming River wetland. It mainly focuses on analyzing the six existingunsolved issues within the estuary of Ming river wetland.Chapter Two: the analysis of results revealed from protection of estuary ofMin River wetland. It discusses the core reasons that caused these issues, andtries to solve these problems.Chapter Three: this chapter talks about the redeem policies that are requiredfor protection of estuary of Min river wetland. It points out that it is necessary tointroduce legal policies in the region of Min River, and also to clear the theory ofEco-compensation, to discuss the feasibility and necessity of construct of the eco-policy in estuary of Min River, defines it to be model of neweco-compensation policy.Chapter Four: the construction of the eco-compensation policy in estuary ofMin River. From the perspective of practical operation, it details the design ofeco-compensation policy. First of all, establish the eco-compensation policy inestuary of Min River, and then finalize the insurance of the policy.
