Radioactive material, explosive substance, offshore environment and well blowout riskare important factors affecting the safety of well-logging operation, which requires greatconcerns to safety insurance system on these four high risk units. On the basis of the accidentprevention rules and the way to form a safe system,3assistant system were designed anddeveloped from3aspects (safety regulation safety technology,and safety management)aiming to promote the risk identification, implement the safety regulation and improve thesafety technology and safety management. The main research contents are as follows:(1) Identify the hazards in high risk areas related to radioactive material, explosivesubstance, offshore environment and well control production according to these productioncharacteristic with site survey and safety system theory. In this paper, direct questioning, fieldobservation, checking back and safety checklist are used.(2) Based on the above risks identification, obtain the related safety regulation on welllogging, which lay the foundation for safety regulation conformation research. This paperdivided well logging production into different indexes, and formed the corresponding safetyregulation list respectively. Read all the regulations and make a comprehensive conclusion.Then considering the safety regulation requirements, the severity against the law and theaccident results, a series of evaluation standards and scoring method were composed, whichare parts of the evaluation system. With the same aim to share information, an on-lineevaluation system was also designed.(3) Make a hazard and operability analysis on well-control. After holding a HAZOPmeeting, lots of information on well-logging and perforation were obtained. These results arehelpful to identify all related safety regulation and risks, and provide an important referenceto safety insurance in well logging. To share the information easily, an assistant analyticalsystem based on Web technology was proposed, which takes use of the B/S (Browser/Server)frame as the development basis. Besides, this method can be extended to other high riskproduction. In this paper explosive links was taken as example to prove it available.(4) To make safety management on well logging more efficient and reasonable, an on-line safety supervision system was designed. The computer can store, process informationwith great reliability and efficiency. This paper took the well-logging management as thebackground, designed and developed the system which chose the B/S (Browser/Server) frame.It function conclude information processing and all-day monitoring.
