Along with our country’s rapid economic development, China’s major cities thenumber of cars increase, road traffic noise on the environment, human healthhazards are becoming more serious. According to the National EnvironmentalMonitoring Center of Ministry of Environmental Protection, the "12th Five-Year" atthe end, the key environmental protection cities road traffic noise automaticmonitoring. Analysis of the status quo of road traffic pollution in Harbin City, combined with the actual situation in the city of Harbin, automatic monitoringprogram of road traffic noise study has important application value and practicalsignificance. In this paper, the main city of Harbin City, Jiangnan, for example, to study thespatial and temporal distribution of road traffic noise in Harbin City, and givesautomatic monitoring program of road traffic noise in Harbin City. In this study, thefuzzy clustering analysis method k-means classification, Harbin City, the existing158traffic noise monitoring points points optimization, and optimization validatedwith actual monitoring data, and automatic monitoring of road traffic noise inHarbin City point at least optimize the number of22; select the second floor (4m)and five-storey (15m) noise monitoring height, height of the automatic monitoringof road traffic noise, experimental,4m and15m height, road traffic noise equivalentsound level variation is the same, but the values differ slightly, consider the purposeof monitoring, as well as reasonable, convenience, and ultimately determine theautomatic monitoring of road traffic noise in Harbin City, height from the ground4m at.In this paper, any continuous and randomly selected two research methods, carried out research work in Harbin City, the automatic monitoring data validationand monitoring of road traffic noise time hour average, daily average of "annualaverage three evaluation amount of discussion, the conclusions based on the normaldistribution analysis method validation, and road traffic noise data validationconclusion: For any continuous monitoring,"hour average" minimum monitoringtime of40min, the mean day daytime at least monitoring any consecutive6h, thedaily average of the night to meet the entire8h period monitoring, annual averageminimum monitoring time for any continuous monitoring of35d; monitoring of the "random sample", the daily average of daytime minimum monitoring time to meetthe random extraction monitoring of4h, the annual average minimum monitoringtime to meet the random sample of5d.Finally, based on the conclusions of the road traffic noise in Harbin City, pointoptimization results and data validation automatically monitoring program inHarbin and road traffic noise and pollution control solutions in Harbin.
