With the continuous development of urban roads construction, citizens have beenincreasingly suffering from noises influence due to expanded and serried paths. Onaccount of multitude of noises producting factors, how to survy the present situation ofambient noises and how to make predictions and evaluations of noises are becoming hottopic people are concerned about. It is necessary to reduce the traffic noise pollution andensure people of normal life.Based on The Jinshiu Road Project FSR (Feasibility Study Report) and TechnicalGuideline for Environmental Impact Assessment, this paper was to make the noise impactprediction and to realize traffic noise pollution levels around sensitive point. Accordingly,effective measures were putted forward prevention and control of noise pollution.Theresults are as follows:(1) The situation assessment: the traffic noise monitoring values in the scope of themain roads were between70.2and74.3dB (A) in daytime, and between67.2and71.9dB(A) in night-time. Jinshiu road noise monitoring is the highest in daytime; whileHeilongjiang road noise monitoring is the highest at night-time. There are7sensitivepoints having exceeded Sound standard function area values.(2) The construction period: when a mixed variety of construction machineries wereworking altogether, noise influence in the first row of most sensitive points was more than70dB (A) concerning contribution values. As for schools and hospitals, related noises hadmore significant influence.(3) The operating period: traffic noise prediction and evaluation were assessed in thenear, medium and long future after the project achieved. Noise values in the differentdistances to the center roadline were predicted as well. Besides, defining distinctedfunction area was in sake of providing policy-makers with related urban plans. Throughpredicting traffic noises on different floors of sensitive points, the ady-time predictedvalues in short, medium, and long terms that exceeded standard were7.4%,14.8%and25.9%in proportion; while night-time values were59.3%、88.9%and100%.(4) Prevention and control measures of noise pollution are as follows: reducing the noise in sound source, cutting noises in transmission paths, preventing the noise on theacceptance points etc. Currently, one of the most effective measures is to set noise barrierson the sides of roads.
