Study On The Legal Issues Of Power Battery Recycling

The automotive industry is an important pillar industry of national economy, and italso plays an important role in the development of social economy and the construction ofindustrial powers. The state council defines our new energy automotive industrydevelopment direction and goals next few years in the "Energy Saving and New EnergyAutomotive Industry Development Plan", which develops new requirements in manyaspects, in order to achieve our power shift to the automotive industry country. Therefore, itis important to have an in-depth analysis of the status of power battery recycling, and dosome research on the legal issues of power battery recycling, build and improve the relevantlegal system.The paper is divided into five chapters: to start the study of legal issues of powerbattery recycling. Chapter I explains the significance of the paper, research status andresearch methods. The second chapter introduces the key concepts of power battery, andanalyzes the status of the current power battery recycling and problems in our country. Thethird chapter reviews the original laws, regulations and technical standards which can beused for the recycling of waste batteries, and analyzes the deficiencies in legislation. Thefourth chapter introduces the advanced recycling legislation and managerial experience ofthe world’s developed countries and regions, and then summarizes the enlightenment to us.The fifth chapter summarizes the previous chapters, and put forward some legalsuggestions of our power battery recycling. It should develop a special legislation of powerbattery, and focus on some important system such as the extended producer responsibilitysystem, the development of specialized battery recycling business, the power batterycascade utilization system, the public participation system, the economic incentive system,resulting in the formation of power battery recycling system with legal guarantee.
