Study On Linkage Mechanism Of Comprehensive Administration Of Work Safety

Safety is a prerequisite for production, and production depends on safety, an accidentwill cause casualties and property losses, which impacts on enterprise’s operation.Administration of work safety should cooperate with business units and line ministries,then assign the responsibilities to each job and person. In order to explore the linkagemechanism on work safety between enterprises and administrations, the author tries toconstruct the linkage mechanism of comprehensive administration of work safety amongenterprises, line ministries, administrations of work safety and local government usingqualitative and quantitative methods.First, using case study, we find that the relationships among line supervision,comprehensive supervision and enterprises are interaction, like a running "gear set". Theresponsibilities of enterprises are the main gear, it is the critical factor to promote the levelof work safety. Line supervision and comprehensive supervision are supplementary. Thethree are closely linked. However, in reality, enterprises are always not willing to invest themoney and efforts in promoting the condition of work safety, moreover, line ministries arealso omission.Furthermore, the author puts forward commissioning law enforcement of work safety tolocal governments. Therefore, the shortage of workforce on law enforcement can berelieved, and more enterprises can be checked up. The author analyzes the background,preparation, expected results and problems of law enforcement commissioned, thenproposes some countermeasures and suggestions.Commissioning law enforcement needs to arouse the enthusiasm of the officials of localgovernment. The author explored the trust building process between the officials ofadministrations of work safety (supervisors) and the officials of local government(subordinates). The author builds up a hierarchical linear model to test the multilevelmediation effect. The results shows that the supervisor-subordinate relationship mediatesthe relationship between the trust on supervisor to subordinates and the trust onsubordinates to supervisor. Finally, the author analyzes the game playing process between administrations of worksafety and enterprises, then initially builds up a complete but imperfect informationdynamic game model. The three stages are the strength of government supervision, theinvestment of enterprises, the accidents or not. The model verifies the importance of themain responsibility of enterprises on work safety.
