Oil resource as an important reserve material of national energy safety is known as blackblood of industrial production which directly related to rapid development of national economy。In recent decades,with oil exploration and development,the gravity of oil prospecting wasshifting from onshore to offshore。At present,the development and utilization of offshore oilresource plays an important role in the diversification of energy structure in China,what’s more,this percentage will be enlarged in the next more than ten years。Therefore, since the nationalimplementation of the strategy of the development of offshore oil, a great number of manpower,material and financial resources was invested in the study of offshore oil drilling rig constructionso as to accelerate the pace of the development of ocean oil and gas resource。But drilling rigconstruction as a large engineering projects, has its complicated technical requirements andhigher risks, project general contractor should possess not only the ability of excellent design,procurement, construction and equipment commissioning, but also overcome the problems ofproject investment scale, project duration,high system integration, complex constructiontechnology,etc。So risk management research on the offshore drilling rig construction project isthe emphasis that has long been concerned by experts and scholars from all over the world。In this paper,the author mainly on behalf of EPC general contractor’s point of view,selecting CNOOC’S Shanghai module drilling rig as a case to study the offshore drilling rigconstruction risk management。This article first briefed the ocean engineering risk managementdomestic and foreign research present situation。Then the related theory of risk management aresummed up。Then through three steps to conducts management research to the CNOOC’Sshanghai module drilling rig construction project risk:one, after analyze the project condition,using expert investigation and fish bone methods to identify the risk which possibly exist in theproject。Two, according to risk identification result establishes AHP risk evaluation model andrank the risk。Three, in view of seriousness of different risk based on risk assessment, somecorresponding control measures were given。At last, the paper gives a summery of the full text, points out the shortage of research thatwill be perfecting in the future。In addition,the author hope that the study result of this paper canprovide decision-making basis for EPC contractor in dealing with concrete risk managementproblems,also it can be used as guidance and reference in other fields of Marine engineeringconstruction project。...
