The Research Of Environmental Impact Assessment And Solution For Semilcoke Projects In North Shaanxi

As one of the pillar industries in Yulin, semilcoke industry makes importantcontribution to local economic development. However, the large amount of pollutant itgenerated, which is difficult to process, has been becoming a critical restriction for thedevelopment of the industry. Along with semilcoke projects in north of Shaanxi beingput into execution and the final acceptance evaluation for environment protection beingcarried out, more and more problems are highlightedIn this article, we summarized the concept, characteristics, primary tasks andtechnical routes in Environmental Impact Assessment (EIA), plus the history ofsemilcoke industry in north of Shaanxi. Then we focus on analyzing issues for the EIAof semilcoke industry in north of Shaanxi, including location selection, scale, producingtechnologies, measure of environment protecting, resource usage, public participation,etc. Considering these issues together with the main problems found in EIA in general,we proposed some recommendations and thoughts for the solution.In order to apply our proposal to practice, we chose the one of the semilcokecompany and conducted EIA to address potential issues. In this case, considering thegeneral situations and components of the project, we focused on analyzing theproducing technologies together with the entry condition, location, layout, environmentprotecting measures, and clear production methods. We provided a conclusion of theEIA and requirements and recommendations to some aspects we may concern. Ourstudy provides the conclusion of the EIA together with solutions to potential problemsand can provide reference to the project design later on.As a case study combining the practical situations of semilcoke industry in north ofShaanxi and issues of environment protecting revealed in recent years, our research has significant reference function for EIA and construction of semilcoke projects, and haspositive significance to the healthy development of semilcoke industry.
