The Discussion Of Some Problems About Planning Environmental Impact Assessment

Sustainable development does really become the commom and main goal for many countries, and the primary key of realizing this goal is constituting the strategies and layouts which are of sustainable development. In the process of planning strategies, first, make whole assessment on the selection of strategies, then, analyze whole environmental impacts of all kinds of strategies. After these works, the environmental problems will be fully considered in many aspects, such as strategy, plan, layout and project. So we can say, the sustainable development strategy puts forward a direct need to Planning Environmental Impact Assessment. But Planning Environmental Impact Assessment is new and fresh in our country, Planning Environmental Impact Assessment was written in the law in 2002.This paper, focusing on the practice in our country, analyses the conception and the technical development of Planning Environmental Impact Assessment in the world, and puts forward some common problems in the process of Planning Environmental Impact Assessment in our country. At the same time, this paper, demonstrating the actualities of new rural construction and rural plan, studies the problems of Planning Environmental Impact Assessment involved in new rural construction . This paper, based on the Environmental Impact Statement for the industrial XiDiTou town total plan, is concerned with the questions in the process of Environmental Impact Statement for town plans, and discusses the challenge for law, process, and the technical methods in the face of new rural construction. In the end, this paper gives some suggestions about the Environmental Impact Statement for town plans by summing up this example which is proved well after it has been practised.
