With rapid development of urbanization, industrial enterprises have beengradually intermixed by new residences and shops. Enterprise’s production activitiesand environmental pollution affect the daily life and the physical and mental healthseriously of nearby residents. So they can’t meet the environmental safetyrequirements of urban planning and development. Most of them enter the relevantplanning area by overall relocation to get out of the city. Take the overall relocationproject environmental impact assessment of one Tianjin chemical plant for example,the main research of this paper is as follows:The study analysed existing environmental data from the characteristics of theindustrial distribution, conditions of pollution sources, pollution effects andenvironmental quality, etc. Meanwhile, carried out the risk recognition from thematerial risk and the technological process risk. This paper had confirmed itsconsequences after the accident and the severity of the affected areas by calculating,and pointed out the necessity of the relocation.This paper combined the characteristics and requirements of the environmentalimpact assessment of the planning project, took the technical requirements ofenvironmental impact assessment guide for reference. Through field surveys and datacollection, the pollution situation of the planning area was analyzed and the futurepollutant emissions was predicted by applying the prediction models, to demonstratethe feasibility of relocation.Combined with domestic and foreign theory of health risk assessment, this papertried to use the risk assessment of contaminated sites (draft) which was carried outby Department of Environmental Protection to carry out a health risk assessment onthe site, in order to provide scientific reasons and guidances for risk management andremediation of these sites.The research results in this paper can be used as a guide of relocation projectenvironmental impact assessment of chemical project.
