The Institutional Construction Of Ecological Progress

Through reform and opening up, china has achieved the development of economy, theprogress of the society and the improvement of people’s living standards. However, problems ofthe energy resources and ecological environment crisis have seriously affected the people’s lifeand the sustainable development of social economy. In such a situation, it was reported that tobuild ecological civilization in the17th congress of CPC. What’s more, it was explicitly pointedout that the construction of institution was required to protect the ecological environment in the18th congress of CPC. But what construction was appropriate? In the Third Plenary Session, itwas further emphasized that a complete institution system of ecological progress was necessaryto achieve the goals. What should we do to build a good institution system of ecologicalcivilization? This is the question which this paper tries to answer.Overall, there are four parts in this paper, including the significance of institutionconstruction of ecological progress, the exploration about the institution construction ofecological progress, the introspection for reality of ecological civilization institutionalconstructing in China, the basic principle and proposal for promoting the institutionalconstruction of ecological progress. Among them, the first part illustrated the reason forecological construction. What’s more, the disscusion of second and third parts were theprerequisite and foundation of part4. These four parts formed a unified whole.In details, the concepts of "ecological civilization" and "institution" were explainedelaborately at first. And on this base, the important significance of institution construction of ecological progress was further discussed and it demonstrated that institutional construction wasimportant safeguard for ecological progress. Then, active explorations for construction ofecological civilization institution were summarized. It could carry a lot of important lessons forus. Moreover, it is necessary to analyze defects and problems of our present ecological system tomake ecological civilization construction to adapt to the situation of China. Now there are stillmany difficulties in front us: hard organization and coordination between goverments, imperfectlaw system and so on.The philosophical reflection on these problems was basis to build acomplete system of ecological civilization. To solve these problems, the author thought that weshould follow this three principles first: people oriented, respect natural and maintaining fairnessand justice. Then, we could strengthen top-level design, improve the legal system and takeeffective measures to arouse vitality of constructing ecological civilization under the guidance ofthere principles.Only then could we build a perfect institution of ecological progress, and makesure the construction of ecological civilization could be implemented smoothly.
