On The Theories Of Socialist Eco-Civilization Institution With Chinese Characteristic

The third plenary session of the 18th of the Communist Party of China proposed that we should "strengthen the institutional construction of ecological civilization". It is of great significance in guiding us to improve ecological civilization institution. This theory of ecological civilization institution with Chinese characteristics is an important accomplishment of Marxism in China. Besides, it is also an essential part of the theory which is termed as the institutional construction of ecological civilization. Institution and law is the base and key to protecting environment. The ecological civilization institution is the criteria of all the behaviors conducted by the whole society in order to support, promote and protect the construction of ecological civilization. The criteria has normative, guiding and binding characters. The ecological civilization institution includes formal legal system such as laws, regulations, rules and regulations and informal system like ethics, morals, customs, and practices. The theory not only uses for the reference from the theory of ecological civilization of Marx and Engels, but also draws lessons from Western Environmental Political Theory and the Ecological Socialism. China's ancient ecological environmental legislation thought also gave an inspiration for the theory. This paper uses logical and historic methodology to analyze the theory's development venation, clarify three stages of the theory regarding embryonic stage, produce stage and perfect stage. Then, the paper summarizes the main content of the theory--- the institution of ecological culture cultivating and ecological moral education, the institution of environment law guarantee, the institution of ecological environment protection and green evaluation system. At last, the paper provides countermeasures and proposals in order to perfect institution. This methodology taken is to improve the ecological civilization educational institution, the legal protection institution of ecological civilization construction, the economic institution of ecological environment protection, the management institution of ecological environment protection and the accountability system.
