Based on the ecological civilization characteristics of"Human and Nature Coexist in Harmony",and in view of the characteristics of Jiangsu province that the economic and social development is in conflict with the natural resources and environment,the importance of carrying out the comprehensive level evaluation of the ecological civilization construction in Jiangsu province is made clear through the analysis of the national strategic promotion and the pressure of the current ecological civilization construction in Jiangsu province.Based on evaluation needs,the"five in one"composite ecosystem integration theory and PSR model are used to screen the indicator set through statistical analysis of the literature to construct a natural ecologicol environment(N_E)-economic development(E)-Social progress(S)is the system level,and PSR is the criterion level,a total of 31 indicators evaluation system.Based on national,Jiangsu province,and industry standards,set up two value with DBM(double benchmark standardized method),then compare the assignment result of entropy method and PCA method,select PCA method of empowerment as a result,and introduce the idea of variable weight to modify the weight and analyze the comprehensive level and path characteristics of ecological civilization construction in Jiangsu province.Through the evaluation index and the three subsystem indexes,a coordination degree model was constructed to evaluate the effectiveness and rationality of ecological civilization construction in 13 prefecture-level cities of Jiangsu from 2007 to 2018,and a comprehensive evaluation of the 13 cities was conducted using the coupling coordination model and Q-type clustering.The detailed analysis of the three subsystems in each city was performed to obtain the temporal changes and spatial differences of the ecological civilization construction level in Jiangsu Province.The main results and conclusions are as follows:(1)According to the evaluation index,all cities did not reach a 60-point which is the good condition in 2007.At the end of the study period,except for Suqian,which was 59.96,the remaining cities all reached good or above.However,there is still a large gap from the excellent condition which gets 90 points in general;(2)Analyze the coordination.From the perspective of regional changes in Jiangsu,the most coordinated area during the study period was transferred from central to southern.Suqian,Huai'an,and Yancheng had the most significant improvement in coordination during the study period.Generally,it is reasonable for Jiangsu Province to integrate ecological civilization into all aspects;(3)According to the degree of coupling and coordination,11 cities in Jiangsu were classified as primary coordinated development in 2007,while 13 cities were upgraded to good coordinated development in 2018,and the overall level was significantly improved.According to the characteristics of the comprehensive level,they were clustered into four categories:The first category-Wuxi has the highest comprehensive level of ecological civilization construction,the second category-Suzhou,Changzhou,and Nanjing also maintains a high level,and the third category-Nantong,Taizhou,Yangzhou,and Zhenjiang are at Upper level,and the level has increased significantly;the fourth category-Xuzhou,Huai'an,Yancheng,Lianyungang,and Suqian have lower levels,but the differences in the comprehensive level of ecological civilization construction in Jiangsu Province have gradually decreased;(4)Through the measurement of the three subsystem evaluation indexes,the natural resources and environment indexes of Huai'an,Yancheng and Suqian are the best,the economic development indexes of Nanjing,Wuxi,Changzhou and Suzhou are the best,and the construction of ecological civilization in each district has the most stable performance in the social progress system.At the PSR level,according to the 2008 global financial crisis and the establishment of the“Five in One”layout in 2012,the research time is divided into the first phase(2008-2012)and the second phase(2013-2017),and the characteristics of the path of ecological civilization construction in cities of Jiangsu Province were analyzed using the methods of Person coefficient and Factor analysis.The result shows:(1)Except for Changzhou and Nantong,the construction paths of other cities are all highly relevant,and Lianyungang,Yancheng,Suqian,Taizhou,and Suzhou also belong to fully-locked structures,and the stage dependence of Jiangsu's ecological civilization construction paths is relatively high;(2)According to factor analysis,the first stage of the industrial optimization and emission reduction of Nanjing,Suzhou,Wuxi has achieved remarkable results,and the Ecological habitat construction in Wuxi,Huai'an,Changzhou are the best,and Nantong,Yancheng and Changzhou have balanced economic development and efficient resource utilization.In the second phase,Suzhou,Changzhou,and Wuxi exhibited high development and high governance models,Taizhou,Zhenjiang,and Nantong showed green economic models.(3)According to the analysis of the difference in path promotion,the path promotion effect of Nantong,Taizhou,and Huai'an is the most significant,and the path improvement of Wuxi,Suzhou,and Nanjing is the lowest,which is mainly reflected in natural pressure levels.Through the discussion and analysis of the results of the comprehensive level and path development characteristics of ecological civilization construction in Jiangsu Province,it is clear that Jiangsu needs to formulate differentiated policies according to each city,break through the path lock of low-level areas and narrow regional differences through innovative construction systems,in order to improve the level of ecological civilization construction in Jiangsu Province efficiently in the future.
