Sudan Oilfield Epc Project Risk Management

EPC (abb. for Engineering, Procurement and Construction) contract mode is a common mode in petrochemical engineering, hydroelectrical engineering and traffic engineering. These projects usually have large scale, high technical difficulties, long duration and great investment. How to deal with the influence of various kinds of risk factors from the kickoff of the project to the completion is a question of reality to the EPC contractors. Since these factors will affect the projects in quality, safety, duration and cost. Especially, the fluctuation of the international politics, the complexity of the EPC project management, the variety of interested party, the constraint of the legal and financial order, the abnormality of natural and geographical environment, all of these increase the risk level in the international EPC petroleum engineering for the EPC contractors. Therefore, it is very necessary to strengthen the project risk management.This thesis is based on the condition of contract for EPC and risk management, analyzed that the risk identification, risk evaluation and risk response in EPC petroleum engineering in the Republic of Sudan. Main works as follows:(1) By analyzing the mode of project management and the status of risk management in Sudan, we get32risk factors in12categories from the external environment and project execution phase, using expert’s interviews, data enquiry and combing the process.(2) By constructing the risk evaluation index system and exploiting Expert Evaluation Method, Analytic Hierarchy Process Method and Comprehensive Evaluation Method, we can evaluate each risk factor and get the index weight. We find out that the four highest risks which are economic risk, legal risk, design risk and purchase risk should be focused on discussing in the risk management system.(3) In terms of risk response, firstly this thesis provides the overall strategy. Then present the detailed response measures to the four highest risks.Based on the results, this thesis provides certain risk management focus in development of EPC petroleum engineering in Sudan. The effective way of risk identification, risk evaluation and risk response in international EPC contract has profound guiding significance to the EPC contractors in other countries.
