The Special equipment are dangerous and used widely, which play an important role in the work safety system of our country. With the rapid economic development, the number of special equipment grows year after year and the risk is also constantly increasing. On the contrary, the safety supervision resources of special equipment are limited. How to use the limited supervision resources scientificly and rationaly to ensure operational safety and reliability, reduce the risk of equipment, reduce the accidents, is one of the main objectives of the supervision agencies. According to the reality of the development of special equipment, we need to continue to make technical and management innovation to ensure its safety,"focus,classified supervision" is a scientific and effective management thinking innovation.Based on the theory and mathmatic model of risk analysis, according to the risk of special equipment during using process, study on possibility of occurrence and severity of the consequences of special equipment accidents, the real-time risk qualitative ranking model and quantitative ranking model were established. According to the general special equipment risk ranking model, considering the inherent risk and real risk, the risk assessment index were determined initially combined with the actual situation of boilers, pressure vessels, lifting machinery and elevators, By screening indicators with the use of the Delphi method and expert meetings method, the risk assessment index system of various types of equipment were established. By the application of AHP, the weights of the various indicators were determined, finally the risk ranking model of the various types of special equipment were constructed. According to the result of equipment realistic risk assessment ranking, special equipment was divided into high, medium and low risk equipment combined with risk acceptance criteria. Scientific risk-based ranking of special equipment was realized, then we can take more appropriate inspection and supervision measures.In order to verify whether the risk ranking model is scientific and practical or not, we selected the typical pressure equipment boilers and typical mechanical and electrical equipment lifting machinery of two different development areas, the collected data were analysed seriously. The study founded that the special equipment risk ranking model is very practical and operational,supervisors can realize classified supervision quickly and easily to meet the need. Combined with the realities and needs of special equipment safety supervision in our country, special equipment were divided into different risk levels, which provides data support and decision-making basis for safety supervision departments to develop risk control measures. The limited human and material supervison resources are used scientificly and efficiently, then the operation safe of the special equipment is ensured.
