Transboundary Environmental Pollution Governance Of The Yangtze River Delta

With the development of globalization and regional integration， thecooperation between local governments in the Yangtze River Delta investigate like araging fire. As the Regional economic developing， cross domainpublic practice issues are also increasingly prominent. They intensified ofregional conflicts. Cross domain environment pollution is one of them. The conflictbetween the integration of environmental protection and the division ofadministrative system in our country made it worse. Because of the governmentself-interesting， the local governments tend to preserve their own interests andresponsibility onto others when the regional environmental problem is difficult todefine. As a result， the overall regional environment get worse and cross domainenvironment governance get into dilemma. Therefore， seekingthe intergovernmental cooperation path of cross domain environment governance，is the only way to properly solve the problem of cross domain environment.The Yangtze River Delta area is known as the world’s sixth largest city group.Itis the one of most economically developed areas in our country which degree ofmodernization is also the highest. In recent years, The contradiction betweenindustrial economic development and environmental pollution has become increasingly prominent, which has received extensive attention. As the exchangesbetween cities of The Yangtze River Delta become more and more frequently, thegovernments realized that the only way to achieve a win-win situation is stepping upregional cooperation, as to give full play to overall advantages of the Yangtze RiverDelta.In this paper， the economic development and situation of the preventingcooperation of the Yangtze River Delta region are discussed. Then it analyses thepolicy mechanism in the cross domain environment governance，taking the incidenthappened in2013that thousands of dead pigs floating in the Huangpu River as anexample. And it also analyses the existing problems in the governance environment，regulations， standards and coordination mechanism of the governments’cooperation， and puts forward the idea of government cross-domain cooperationfor the future.
