In the context of rapid extension in land urbanization, population expansion, urban development’s over-relying on the rapid industrial growth, as energy structure is irrational, the mismatch of resources and other reasons in the Jiangxi province and even in many parts of the country, regional central city haze pollutants and cumulative risk occurs. Environmental pollution treatment in the Two Sessions in 2014 hot spots first, where air pollution is a top priority, which pollution on human health and property caused huge damage. So, the 18 th Party’s report emphasized that the construction of ecological civilization should be put on a prominent position, and integrated into economic, political, cultural and social development in all aspects and the whole process. As a safeguard to protect the economic and environmental development of their integration, Jiangxi Province in 2013 introduced “the joint prevention and control of air pollution control plan between Nan Chang and Jiu Jiang districts”. Since air pollution has spatial transmission properties, “not a single actorpublic or private-has knowledge and information required for solving complex, dynamic, and diverse social challenges, government forces alone, or a region, is not enough far. As the same time, the network management is the inevitable trend for governance of public affairs under the background of world network, complex relationships complication, resource diversification. Given the current realities, local governments must adopt a cooperative network to resolve air pollution.In response to the environmental crisis,to solve the problem of air pollution,taking Jiangxi joint prevention and control of air pollution as real starting point, Network Governance Theory as theoretical, factors of formation of cooperative network governance of regional air pollution between local governments as logical, the dissertation attempts to construct the overall framework of mechanism of cooperative network governance of regional air pollution between local governments, from the dynamic mechanism, trust mechanism, the mechanism of power and interest distribution mechanism, and proposes the corresponding countermeasures such as leading public value to cooperative governace, promoting regional civil society development, making balance of interests, strengthening capacity-building of network governance, strengthening confidence building, improve information sharing mechanism, establishing and improving relevant legal systems, where dynamic mechanism is the source, which problem it solved is where dynamic mechanism of cooperative network governance of regional air pollution between local governments comes from, the main researchers’ including local government assumption of human nature, the formation motives and static and dynamic analysis of it; power mechanism is the guarantee, which problem it solved is how the power runs in the cooperative network governance of regional air pollution between local governments, the main researchers’ including select of power structure and the operation design; trust mechanism is the foundation, which problem it solved is how to measure cooperative trust and to be achieved in the cooperative network governance between local governments, the main researchers’ including analysis of its structure pattern, measure of cooperative trust and methods of achievement; co-benefits distribution mechanism is the destination, which problem it solved is how to allocate co-benefits, the main researchers’ including distribution policy rationale based on Kaldor-Hicks improvement, co-benefits by removing-cost optimization model, and the distribution design by using cooperative game Shapley value and risk improvement model. The four mechanisms influences and restricts mutually, directing to the common values. And main specific achievements obtained just as follows:1. Analyzed the necessity of Jiangxi province local government cooperative networks governance for regional air pollution through multiple theoretical perspectives and econometric panel data model. A conclusion is: regional air pollution is not just a weather problem, and that “the interests of the link with the purpose” of air pollution behind; meanwhile, Jiangxi air pollution complexity lies in correlations between it and the level of economic development, technological level, government environmental regulation, the level of trade liberalization, industrial structure, population size, energy efficiency, economic growth and other factors, in which exists long-term stable influence relationship.2. Constructed of theoretical models of the main factors of formation of cooperative network governance of regional air pollution between local governments by using of policy documents and theoretical sample data, interviews sample data and questionnaire data; meanwhile, building structural equation model and verifying it validated by use of exploratory factor analysis. Obtained: The main factors affecting cooperative network governance of regional air pollution between local governments have the ability to cooperate, cultural compatibility, expected revenue, institutional support, market level, citizen environmental quality, task complexity, resource dependency and trust, etc.; task complexity, citizen environmental quality, market-oriented level, ability to cooperate, trust, expected revenue has the relative importance, and greater influence, among Factors of influence in three districts Nanchang, Jiujiang, Yichun.3. Created the system dynamics rate variable fundamental in-tree model on the basis of humanity hypothesis of local government, by using minimum set of archetypes analysis, dynamic mechanism for regional air pollution control network is analyzed, obtained: dynamic mechanism of cooperative network governance of regional air pollution between local governments is the result of interaction of driven systems, the traction system, power systems support and resistance system.4. By integrated use of AHP and membership function, game theory, built cooperation trust measure mathematical model among local governments, and game model, analyzed trust mechanism for local government cooperative networks governance for regional air pollution. obtained: Nanchang, Jiujiang and Yichun are doing better at leadership trust between the three cities, inter-organizational aspects of interaction, execution of policies and regulations, governance, cost-benefit allocation, information sharing, cooperation ability, etc.; Trust between the governance bodies of networks governance for regional air pollution is achieved through reciprocal interests exchange mechanisms, network relationship mechanisms, reputation game mechanisms and institutional mechanisms.5. Based on the analysis of China’s current macro and Jiangxi’s meso social environmental conditions, applying theoretic and mathematical models, power mechanism of cooperative network governance of regional air pollution between local governments has been studied, obtained: Network power structure and operating mechanism meet the social environment of background conditions in our country, Its operating mechanism is that traditional top-down hierarchy and vertical lines of authority and horizontal lines of action established by a variety of partners are embedded and works together; meanwhile, by Shapley-Shubik power index model, micro-power body’s decision-making right is decided by the poll conferred, and more important is the critical point of the value of the quota.6. On the basis of Kaldor-Hicks improvement theoretical model, by applying both nonlinear programming removal costs optimization model and econometric models, Shapley value of cooperative games and risk improvement model, constructed the framework of cooperative income distribution mechanism. obtained: optimization model can make Nanchang, Jiujiang, Yichun reduce air pollution removal costs 5981.06 wan yuan, 20909.66 wan yuan, 14470.87 wan yuan; Meanwhile, according to the cooperative game Shapley value and risk improvement models to designed cooperative income distribution program, finally, co-benefits of the three cities were 11303.19 wan yuan, 13849.5 wan yuan, 16208.9 wan yuan, which make cooperative benefits compensation between the three cities to be transferred and achieved, and to be more realistic.7. Learning from the experience of air pollution control abroad to enrich and improve our regional air pollution control theory and practice, from a macro, meso and micro levels to begin, proposed the forming a consensus of good governance and green cooperation win-win, promoting regional civil society matures, carrying interest balance, enhancing network management capacity-building, strengthening trust construction, improving information-sharing mechanism, establishing and improving relevant laws and other countermeasures system.
