With the rapid development of science and technology, the consequence ofhuman activity to environment is more and more obvirous.With the concept ofsustainable development and environmental protection continue to be support bypeople.Protecting environment is becoming an eternal topic.Modern enterprise is animportant carrier of human activities,when creating wealth and promoting socialdevelopment,it has also brought a series of environmental problems.In the middle ofthe last century, the western countries started to explore how to control the activitiesof enterprise by leagal and establish a mature legal system gradually, environmenalinformation disclousure is an important achievements.In our country, with the rapiddevelopment of economy, environmental crisis we are faced is even more serious,westart to explore the legal system of environmental information disclosure ofenterprise,however,the effection is not well.From the survey result of environmentalprotection organization and scientific research institutions, the status of environmentalinformation disclosure of enterprise is in the state of failure.The incident of the oilspill of Bohai in2011is sounded the alarm for us again.After the environmenalpollution accident,the enterprises disregard the obligations of the environmenalinformation disclousure.so that the public can not get the relevant information, butalso cause serious damage to the natural ecology.The incident shows that theenvironmenal information disclousure of enterprise has a lot of problems.This article is divided into five parts.The first part of this article is illustrated by the incident of oil spill ofBohai.reviewing the progress of the event and analying the characteristics and reasonsof it. The second part of this article sort the basic problems of the legal system ofEnvironmental Information Disclouse,including the concept,legislation,systemfaramework and implementation,in order to providing theoretical support for thearticle.The third part of this article analying the problems of the legal system ofEnvironmental Information Disclouse combined with the incident of oil spill of Bohaiand the basic concept of it,the problems is including the legislation is not perfect,theobligation subject is small,the disclouse range is small,lack of public participationresponsibility mechanism and incentive mechanism. The forth part of this article put forward suggestions for perfection combined with the useful experiences of foreigncountries and the social environment of China.
