The essence of Environment Performance Evaluation is Policy managementtarget’s realization degree. Performance Evaluation can quantify policy managementperformance in the form of digital by using appropriate mathematic method. It canreflect the effect of policy implementation, and also a basic premise for an positiveand effective management. This paper made a performance evaluation for LiaoHeRiver Environment management policy: Source Control policy, Environment Alertpolicy, Long Reach policy, Special Funds Management policy and Cross-sectionAssessment policy. Four mathematic method, Analytic hierarchy process(AHP),Fuzzy mathmatics, Principal component analysis and System clustering method areused for policy performance evaluation.For Source Control policy, Environment Alert policy, Long Reach policy andSpecial Funds Management policy, this article built an evaluation system in theprinciple of objective, targeted, systemic, easy to quantify and combined with theactual situation of LiaoHe. From evaluation results, the inadequate and missing of allpolicy can be reflected. This paper put forward method for improving and optimizing.Principal component analysis was used for Cross-section Assessment policyperformance evaluation. From the result, key assessment indicators can be identifiedas COD, ammonia, TP and petroleum. Water quality frequence can be adjusted onetime a season from one time a month.Adding assessment indicator’s concentration change value into the originalassessment system. In this way, two situations that can’t reflect actual changes inwater quality can be improved. The first, water quality can’t achieve the goal, but it isbetter than last month. The second, water quality achieve the standards, but waterquality is worse than last month.It is unreasonable choosing uniform assessment standards for different month.River degradation ability varies in different season for objective conditions. It isimportant that develop different assessment standards for different season. In this article, every month water quality score can be got by principal component analysis,then the assessment objective water quality score was used for standard, other monthsassessment score were readjusted by the difference obtained from principalcomponent analysis results. In this way, the unreasonable which is resulted fromdifferent objective cause different river degradation ability can be reduced. Theexample of Chaihe Dongdaqiao section is used for illustrate the adjusted water qualityassessment method.River as LiaoHe, long process, great basin area, a wide variety of pollution controlcapability in different administrative area. Based on this situation, this paper putforward a new policy, water quality hierarchical governance and compliance. Threeindicators, monitoring and assessment value ratio, the ratio of total amount ofpollutant emissions and water environmental capacity, Environmental investmentindex were chosen as grading standards, water quality can be divided in four gradesfor pollution control. And illustrate details for this new management policy.
