Impact Of Economic Restructuring On Envirionmental Governance In Zhejiang Province

How to tointegrate various resources scientifically, to guide industrial transformation and upgrading reasonably is one of the important topics of Chinese current economy.This paper bases on the potential rules of Chinese economy, combines with vacancies of the theory on Environmental Kuznets Curve in existing literatures, considers about Industrial restructuring impact on pollutant emissions.Base on the traditional EKC curve fitting in Zhejiang,Considering the variety of structural transformation variables, using the vector angle conversion factors and other methods for the decomposition ofrestructuringin Zhejiang Province.This paper selects air and water pollutants as environmental indicators, per capita GDP as an economic development indicators,fitting environmental Kuznets curve between1995-2011in Zhejiang.The results show that in the significant form of the curve, not only the traditional inverted U-shaped curve,but also linear type and inverted N type.Summarize empirical results, sulfur dioxide emissions on the rise again after the first decline in the form of falling, after two restructuring trends are obvious.Wastewater emissions has experienced a period of great growth, began to slow down, there is not a significant turning point and a downward trend, maybeit is still in the left side of the inverted U-shaped.Meanwhile, this paper study the internal mechanism of EKC based on the factors of economic restructuring decomposition, and use the panel data of the11prefecture-level city in Zhejiang Province between2001-2011to measure the impact of changes in the economic structure of pollutant emissions.The study found that the per capita GDP, industrial transformation coefficient0, capital-labor ratio, R&D investment, foreign direct investment, net exports are all significant, and the coefficient of relationship can be wellexplanated.Finally,with the Pollutant emission reduction constraints, we use the conclusions of empirical analysis to propose a reasonable guide of how to factor mobility, how to promote regional technological innovation effectively,how to improve the regional environmental regulations,and how to actively promote environmental friendly economic growth to make useful reference point for policy.
