During the period of transformation, the economy of China has been developing rapidly and has obtained the remarkable achievements, jumping to be the world’s second largest economy. However, such achievements have been at the expense of environment.. The contradiction between environmental protection and economic development is deepening. In face of deteriorating environmental problems, government has improved environmental regulation policies continually to address such problems and to achieve sustainable development. It has been proven by the related research that70%of pollutants come from the enterprises. The government and the public must pay more attention to the degree of corporation environmental protection. At the same time, it is the existence of local protection that should not be ignored when investigating the problem between the environmental protection and economic development. However, the existing research is merely from the macroscopic perspective, and mainly focuses on the discussion about the improving effectiveness of environment regulation imposing on the environmental pollution. However, there are a few research exploring the mechanism and effectiveness of environmental regulation from the microscopic perspective, thus making the existing study lack the microcosmic foundation. Currently, most of the research only analyze the phenomenon on the basis of theory and believe that there are negative incentives between the local protectionism and pollutant emissions, but the conclusion lack the of empirical test. This paper not only study the effectiveness and mechanism between that how amount of pollutant could be reduced when environmental regulation imposes on the enterprise, but also explore the relationship that weather the local protection can reduce the effectiveness of environmental regulation and the negative transmission mechanism that the enterprise pollutant emissions can produce the detrimental consequences based on the empirical perspective.In this paper used listed companies publishing the amount of money investing in the environmental protection in the field of social responsibility report, environmental protection and sustainable development reports as samples., using the analysis framework of the theoretical analysis——put forward hypothesis——hypothesis testing, using the method of combining qualitative analysis with quantitative analysis to study the effectiveness that how amount of pollutant emissions can reduce when environmental regulation policy impose on the enterprise and exploring what distinctions would be exist when comparing the situation existing local protection and the situation that non-exists local protection.. Finally, this study put forward some specific policies and recommendations in order to improve the environmental regulation on the basis of the research conclusion.Basic framework of this paper is as follows:The first part:introduction. This part introduced the research background, research meaning and practical value of this paper, as well as the innovation point, and the research idea.The second part:literature review. By summarizing and reviewing on the existing literature on environmental regulation, effects of environmental regulation on the way of enterprise and research on the effects of fiscal decentralization of environmental pollution, this part gave the brief sorting of the literature.The third part:the evolution of China’s environmental regulation policy and implementation status. This part treated the changing status of the environmental protection agency and the environmental legislation as the main line, and divided the development of environmental regulation in China to inspect the application of the investigation of various kinds of environmental regulation tools in the practice of environmental protection in our country. Finally, this part made basic judgment on the economic effect of environmental regulation from the national and regional level in our country.The fourth part:theory analyzing on the impact of fiscal decentralization, environmental regulation on enterprise reduction. Firstly, build the theory model that environmental regulation policy impacting on the enterprise reduction. Through analyzing the mechanism and influencing factors of effects of environmental regulation on emissions-cut push of the enterprise, and based on the principle of profit maximization to analyze the optimal decision of the enterprise, put forward the theoretical proposition on the relation between the environmental regulation intensity and the emissions-cut push of the enterprise. Secondly, through analyzing the relationship of local government, central government and enterprises in game of economic benefit and environmental benefit, put forward the theoretical proposition impact of environmental regulation on the emissions-cut push of the enterprise.The fifth part:the empirical analysis. According to the theoretical model, select the appropriate index to build the model to test the above two theoretical proposition. This part includes the fourth and fifth chapter of the paper. The fourth chapter is the construction of regression model, measurement of instructions and data sorting and the fifth chapter is the empirical analysis of the test results and discussion, and verifying the reliability of the empirical results through the robustness test.The sixth part:provide specific feasible suggestion to perfect the fiscal decentralization in our country, and to improve environmental regulation through the conclusions drawn from the analysis above, and to encourage enterprises to increase the emission reduction efforts from the microscopic aspect by the formulation and implementation of the policy, and to better achieve the dream of sustainable economic development of our country.
