Since twenty-first Century,China has put forward the "western development","rise of central China" development strategy,to provide policy support for the development of western region.At 2015,the economic development of the western region,three ministries jointly issued the "The Belt and Road" to promote the economic development strategy,which has played a very good role in promoting the expansion of the capital from eastern to western regions,and bring new opportunities and challenges of economic development ifor the western region.Since began of the reform and opening,China's give priority to the development of the eastern region,then driven the development of the western region.The eastern region with favorable policy support and convenient location advantage,undertake the transfer of labor-intensive industries from the western developed countries actively,to achieve the rapid development of the economy.But with the contradiction between economic development and environmental protection have become increasingly prominent,the development of pollution intensive industries in the eastern region are facing tremendous pressure,eagerly to find a new breakthrough.At the same time,the western region is also seeking new the opportunity to undertake pollution intensive industries,occurs more in the blind pursuit of economic growth while at the expense of environmental protection.At present,how to grasp the regional environmental regulation intensity and how to guide the pollution intensive industries to promote the healthy steady growth of regional economy is an urgent problem to be solved.This paper from the two aspects of local government policy and the measures of micro enterprises to cope with environmental policy,analysis of the impact of environmental regulation on the industrial transfer from two aspects of theory and empirical.Learn for the existing research,use the "three wastes" emissions compliance rate,the utilization rate as the basis,a comprehensive measure of environmental regulation and pollution intensive industries respectively.Use date from2000 to 2014,about 14 industry in24 provinces(city)total output value as the basis,using the analysis method to calculate the area of pollution intensive industrial transfer share.The above three indexes from a panel data,adding control variables,build environment Regulation on the model ofpollution intensive effect of inter regional transfer of industry.The results show that,the inter-regional industrial transfer in western region affected by environmental pollution intensive regulation of the degree of influence is much greater than in the eastern region.The environmental regulation of the central and western regions will be slightly relaxed,in the face of pollution intensive industries into the larger share.The "pollution haven" hypothesis success in a certain extent.According to the above conclusions,this article from the central and local government regulation to undertake two aspects put forward proposals to improve the current pollution intensive industrial transfer.The central government should pay more attention to the environment of local government governance performance evaluation;increase investment in science and technology innovation,improve the scientific and technological innovation in Underdeveloped Areas The new competitive power;to reduce and even eliminate the information asymmetry,clearly guides the local government reasonable investment;combined with the local situation,guide the healthy development of regional economy.The government should undertake reasonable selection and undertake industrial transfer;scientifically formulate and adjust investment strategy;market regulation mechanism,so as to reduce or control pollution;combined with their own situation,make proactive environmental standards.
