Environment is the focus of growing concern, people are reluctant to live in apolluted environment. As people come to realize the adverse effects of other noisepollution, water, radiation, chemical, air, etc., the impact of environmental factors on thevalue of real estate has become increasingly important. For real property subject toenvironmental pollution in its trading and rental behavior among its trading prices andrents are often lower than unpolluted real estate. However, environmental pollution andenvironmental conditions impact on how much real estate values, environmentalpollution impact on real estate values texture and how reasonable degree of impairmentassessed real estate value. At present, China’s real estate assessments on contaminatedwork basically in the gaps, most real estate assessment report this rarely involved. Onthe open market, real estate reference case on pollution by little, the industry standard isstill not clearly defined, relevant assessment management system has not beenestablished, in order to solve these problems, this paper studies the real estateconstruction and methods of pollution assessment management system is launcheddiscussed in order to standardize the assessment of contaminated real estate, to promotethe development of the industry.This paper is based on the domestic and foreign real estate related theories andmethods of pollution assessment studies summarized by the comb, discusses the currentfocus on pollution assessment study by real estate as well as deficiencies exist; combingthrough the international real estate assessments on three common management systemanalyzes the shortage of real estate assessment management system. Combined withtheoretical analysis and case studies, qualitative analysis and quantitative analysis toexplore the building and improving the assessment of contaminated real estatemanagement system assessment methods.Firstly, the assessment of contaminated real estate involved in the process to definethe relevant concepts, and then assess the status of real estate contaminated from China,the constraints from institutional constraints, the assessors and assessment agencies,technical constraints and detailed assessment of market constraints four angles analysisof the obstacles of contaminated real estate appraisal business development reasons forbuilding management systems contaminated property valuation foundation. In addition, this article from the selected comparable instance, how to selectspecific areas, such as the use of comparable examples Markets Act were discussed indetail. Environmental factors on the value of real property-the stigma, the paperconstructs a new evaluation model to quantify-fuzzy comprehensive evaluation modelbased on the assessment of the stigma, the various factors of stigma by principalcomponent analysis, expert scoring method and other methods to determine its weight,considering the impact of stigma on the real estate value. Finally, through a concretecase, discussed the feasibility of the method.
