Research Of Nature Reserve Management Mode And Designing And Implementation Of Information Management System

Nature Reserve retains the natural background, is important for saving the endangered animals andplants, and the constructing of biological diversity, as well as scientific investigation. With the50years’development, China’s nature reserve construction is facing a critical period from quant ity type to qualitytype. Nowadays, Geographic Information Systems (GIS) and Web Geographic Information System(Web GIS) technology are introduced into the nature reserve management, it is playing a positive role inthe management of nature reserves.With the popularization of information technology, the application of the information managementis gradually replacing the traditional manual management, improving the management’s efficiency.Based upon the complexity of the nature reserve’s management, over the years, local administrationshave also developed different management systems, however, there still have some weak points, such asuniform data standards, single management process, difficult management interaction, hard informationlinkage, wasted information resources and its like. So, how to use information technology to build ainformation management model and develop a relatively uniform with its personality’s nature reservesis becoming an issue of great concern to the industry. For this phenomenon, there are two points ofview:（1）Proposing a new model which based on the information management of nature reserves. Itincludes three basic elements: management department, management platform, management object.And regard its composition system as a new management mode. It is built on the base of informationtechnology, with the concept of modern management as the guidance. By this new mode, we can notonly solve some problems which existing in nature reserve, but improve the efficiency of itsmanagement.（2）Based on the proposed information management mode, designing an new nature reservesinformation management system, and making partly practicing. Firstly, giving the system morecomprehensive analysis and design; Then, using the. NET platform, Web GIS development tools andAjax technology, Arc GIS Server and other technical designs, achieving the framework of the systemand some applications, so as to meet the needs of the government’s management, decision, planning, aswell as the monitoring of the biodiversity, besides, providing a scientific basis for the evaluation and theutilize of the biological resources in nature reserves.
