As the global climate issue hasbeen increasingly urgent and critical for the world, andsince Britain puts forward the development of low carbon economy, the internationalcommunity carries out the cooperation in various fields to reduce emissions. Chinesegovernment also responses actively, and promises that it will reduce the unit of gross domesticproduct carbon dioxide emissions in202040%-45%lower than in2005, then in the “twelfthfive-yearplan” put forward reducing per unit of GDP carbon dioxide emissions in2015’starget of17%lower than in2010. In the case oftotal amountof carbon emissions aredetermined, the provinces will face pressure to reduce emissions in China. Due to the negativeexternalities of carbon dioxide emissions,any region can’t abate carbon emissions on theirown, cooperation carbon emissions is considered as an effective means of reducingemissions.Beijing-Tianjin-Hebei regional is the third largest growth Point of economy inChina,they cooperate in many areas.Under the background of low-carboneconomy, cooperative carbon reduction in Beijing-Tianjin-Hebei regionhas the guidanceeffect of carbon reduction. Based on perspective of differences of carbon reduction capabilityin Beijing-Tianjin-Hebei, this dissertationmeasures carbon emissions and evaluation, aimingto explore cooperative carbon reduction path in Beijing-Tianjin-Hebei region.This dissertationis mainly elaborated within following sections:1. Studying the literatures about the low carbon economy, low carbon city around world,this dissertationdefines the connotation of carbon reduction capability. Discussingtheresearches of domestic and foreign scholars about the level evaluation low carbon economy,low carbon urban development and cooperative path in carbon emission reduction, and thisdissertation gives the thinking and approach of measuring carbon reduction capabilityin theBeijing-Tianjin-Hebei region.2. Analyzing the current situation of the development of low carbon economy in theBeijing-Tianjin-Hebei region, and this dissertation calculates the carbon emissions and carbonintensity from2001to2010in the Beijing-Tianjin-Hebei region, then analyzes therelationship among economic development, carbon emissions and carbon intensity inBeijing-Tianjin-Hebei region. By studying the energy structure of Beijing-Tianjin-Hebeiregion, it points out characteristic and the focus of the adjustment of industrial structure, at thesame time, this paper introduces the cooperation situation and deficiency in theBeijing-Tianjin-Hebei region.3. Constructing the carbon reduction ability evaluation model in Beijing-Tianjin-Hebei region.From the perspective of measuringcarbon reduction capability it explores the potentialcarbon reduction ability and direction of cooperation. And this dissertation establishes theindex system of regional carbon reduction capability, including five aspects: the capability ofeconomic development, energy consumption and carbon emissions, carbon transfer,technologyand carbon sequestration, industrial development, and a layer of16indicators.Using the entropy value method to determine the index weight, it combines with thecomprehensive evaluation model to measure and evaluate on the ability to reduce emissionsfrom2001to2010in Beijing-Tianjin-Hebei region.4.Combining the results analysis of the evaluation model, it gives cooperation path toreduce emissions in the Beijing-Tianjin-Hebei region. Choosing these respects including ofthe low carbon government cooperation, low carbon industry cooperation, low carbontechnology cooperation, carbon sequestration and carbon trading scheme,it discusses thecooperative carbon reduction in Beijing-Tianjin-Hebei region,in order to promotingregional carbon reduction work in China and providing effective policy support.
