As the political and cultural center of China and the important core area of northern economy,the collaborative development of Beijing-Tianjin-Hebei?Jing-Jin-Ji?is one of the important strategies of Chinese economies,and among them the joint emissions reductions are one indispensable part.Although in recent years some factories in Beijing have been transferred to Tianjin and Hebei in order to alleviate the non-capital functions,the importance of emission reduction responsibilities can not be changed..This paper introduces the basic situation of the development of Beijing-Tianjin-Hebei region from four aspects:GDP,industrial advantages,carbon emissions and trade volume.Based on a series of multi-regional input-output table covers 30 industries and 30 regions of China in 2002,2007 and2012 and input-output model,this paper estimated the inter-provincial embodied CO2emissions transfers in Beijing-Tianjin-Hebei region.More specifically,against the background of gradual strengthening of economic integration and increasing intra-regional trade in Beijing-Tianjin-Hebei region,we quantified the CO2 emissions transfer through both direct and indirect trade in Beijing-Tianjin-Hebei region,considering the impact of 30 regions and 30 industrial sectors in China.The results indicated that The total amount of carbon emissions transferred in Beijing Tianjin Hebei region is on the rise,and the emissions Beijing transfers to Tianjin and Hebei has been climbing steadily since 2002.By 2012,it was higher than the CO2 emissions that final demand of Tianjin and Hebei contributed to Beijing,and Tianjin and Hebei have comparative advantages in manufacturing which leads to more than 40%of the total CO2 emissions in trade.In addition,over 50%emission transfers of Tianjin that is attributable to Beijing and Hebei are through indirect trade,while the emission transfers of Beijing that is attributable to Tianjin and Hebei are mainly through direct trade.In different industries,the implicit value-added gained by Beijing through tertiary industry trade is relatively high,and the value-added of Tianjin's tertiary industry trade in various sectors is relatively average,while Hebei's value-added mainly concentrates on the primary industry and the secondary industry,which account for the largest proportion.In the whole Beijing-Tianjin-Hebei region,compared with Tianjin and Hebei,Beijing has transferred a large number of carbon emission responsibilities through trade,but has achieved higher value-added benefits,and should bear more responsibility for emission reduction.At the same time,in terms of responsibility allocation,our paper proposes that new indicators should be established on the basis of the added value obtained by different regions to share the implicit carbon emission responsibility in trade,and empirically estimates the emission reduction responsibility of Beijing,Tianjin and Hebei regions under the system of shared responsibility in 2002,2007 and 2012.Our results provide some policy implications for collaborative emissions reductions of Beijing-Tianjin-Hebei region.
